Cultural Policy Research Of Nanjing National Government (1927?1949)

Cultural policy is a reflection of the cultural interests and requirements of the ruling party or political group in a certain level,which reflects the political and cultural will of these political forces in a certain historical period.The relationship between cultural policy and cultural and social development is very close,the ruling party or political group through the cultural policy of the direct intervention of cultural development,cultural construction contents of the corresponding period,the scale of cultural development,cultural prosperity and cultural trends,and even become the important influence factors of a country's overall construction achievements,international status and national success.The national government of Nanjing is a formal legal regime in the unification of modern China,and its cultural policy is an important factor that influences the development of modern Chinese culture,and it is also a kind of force or reaction in the transformation of modern Chinese culture.1927 ~ 1949,from the initial stage of the establishment of the party in the political disputes,non party dissidents,to the Japanese imperialist invasion of China,and then to unify the country after the war regime,the Nanjing national government to carry out the economic,military,agriculture and other national construction measures in complex social environment,at the same time,is also actively promote the construction of cultural undertakings,to the "three people's principles" as the highest guiding principle of national cultural policy,cultural system as the main means of national culture policy,to the central executive committee is the highest authority and the cultural policy decision-making authority,to the laws and regulations for cultural policy escort,launched a number of cultural movement,carried out various types of review and some positive construction,promoted the transformation and development of modern Chinese culture on certain extent.This paper studies the formulation and application of national government of Nanjing cultural policy from five aspects.the characteristics of the times and class attribute to explore its cultural policy,exploration of the Nanjing national government in complex environment of political turmoil and aggression in the development of cultural construction,and how to deal with the core national cultural identity and cultural needs of the contradictory relationship between people.In this paper,the author explains the reason of choosing the topic,the researchsignificance,the research method and the path as well as the domestic and foreign research present situation,has carried on the explicit definition to the key word.The first chapter: to understand the culture of Nanjing national government policy to form the social background,historical basis and realistic premise.The second chapter: the Nanjing national government culture policy,objectives and implementation way of in-depth analysis.The third chapter: through further investigation of the Nanjing national government culture policy decision-making and implementation mechanism and its function.The fourth chapter discusses cultural activities of the Nanjing national government to implement,with "a number of cultural movement to build the three principles of the people" to "review" the name of the number of clamping activities,religious belief and cultural relics protection,and other aspects of the positive measures.formed carefully demonstrated of the policy setting – the policy Implementation –effectiveness of the policy,to reveal the factors behind the Nanjing national government the cultural policy,the Nanjing national government's culture policy due to large contradiction between the cultural core identity and the cultural needs of the people,which led to the failure of the policy,has become an important reason for the end of the Nanjing National Government.This paper,in order to form a clear structure,rigorous logical argumentation,deals with history,politics,culture,art,sociology,management and other disciplines,using literature research,structure-function analysis,comparative study and other methods,created a multidimensional cultural policy research path.
