Fear City: New York’s Fiscal Crisis and the Rise of Austerity Politics is a historical text written by Kim Phillips-Fein,a history teacher at New York University.This book tells a story about New York’s fiscal crisis in the 1970 s.Since the second world war,mayors of New York City have been plagued by budget deficit.In the face of fiscal problems,all mayors made the same decision,namely borrowing money,to mitigate the problem.Meanwhile,they continuously expanded public services which escalate the fiscal problem.However,borrowing has intensified the financial burden of New York City rather than solving the fiscal problem.Gradually,New York was heavily indebted,triggering the New York financial crisis in the 1970 s.After the outbreak of the crisis,New York began to reflect on post-war liberalism and turned to austerity policies.The financial crisis in New York has sounded the alarm for the development of Chinese cities which are also faced with a heavy burden of debt.This book can help debt-laden cities in China learn from the history of New York,find solutions to alleviate their own financial problems,and selectively apply the experience of dealing with crises to Chinese cities.In the process of translation,the translator finds that there are many expressions which need to be expressed explicitly in the target language,such as the explicitation of general nouns,to ensure that readers can easily understand the translation,and the explicitation of pronouns to avoid ambiguity.Therefore,the translator chooses the definition of explicitation in a broad sense proposed by Séguinot as the guiding strategy of his translation report.This translation report analyzes explicitation at three levels,namely grammatical level,semantic level and discourse level.At grammatical level,the translator explores explicitation in the translation of tenses and countable nouns;at semantic level,translation techniques such as the specification of general nouns,annotation and amplification are applied;at discourse level,the translator focuses on the explicitation in the translation of personal pronouns,demonstrative pronouns and logic relations between sentences.Under the perspective of explicitation strategy,the translator hopes to broaden the scope of application of the explicitation strategy.
