Military construction is related to the political stability,people's unity,military victory,economic development and cultural communication of a country,which is especially important for the development of the country.During the Qin and Han Dynasties,the Hetaomin area was located in the northwestern frontier of China.It belongs to the northwestern minority,the plateau nomadic and the Han nationality.It is the western border of the Central Plains dynasty and plays an important role in the spread of the Central Plains culture to the northwest and southwest.Based on the collection of historical research results and archaeological data compilation in the Qin and Han dynasties,this paper analyzes the administrative setting and adjustment of the Hetaomin River Basin in the Qin and Han Dynasties.Through the analysis of the administrative construction and military adjustment of the Hetaomin area in the Qin and Han Dynasties,it is believed that the rulers of the Qin and Han Dynasties introduced the county and county system into the local political management system in order to effectively maintain the stability and sincerity of the Heilongjiang region.At the same time,in order to combine the tribal rule of the ethnic minorities in the northwest,the "Tao" and "Country" were established,and the establishment of farmland through large-scale immigration to promote agriculture to promote local economic development and ensure the security and stability of the Northwest Frontier Defense.During the Qin Dynasty,the Hetaomin area made great contributions to the stability of the border defense.During the Han Dynasty,it provided a stable backing and dynamic support for the expansion of the Western Territory,which was of great significance in the Qin and Han Dynasties.
