With the rapid development of domestic social work,the religious philanthropy and social services usher in new opportunities.In order to cope with the specialization and the legitimation crisis,the religious circles try to register social work organizations and undertake government purchase of services.Social work institutions with religious background in China will certainly become an important force of social work in the future,however,the current research on them is deficient,especially for the social organizations with Buddhist background.This paper selects the SY-the social work organization with the Buddhist background as the research object,combs its origin-the turning point to the development and expansion of institutional history.In addition,in the ternary structure of government purchasing social services,we use Giddens' s structured theory to discuss the structural constraints SY faced and the motivational performance(development path)of SY respectively.The social work organization SY of Buddhist background has been restricted by "significance","legality" and "dominance" at the government level,and at the organizational level by the barriers of different consciousness between Buddhist organizations and social work organizations,which are different from other organizations.The pressure of localization and specialization is dual;at the community level,it is subject to functional expectation and spatial constraints.In contrast,SY plays a subjective initiative to adopt a strategy and action that takes advantage of existing structures or creates new structures as a unique development path for the institution.In the course of interaction with the government,SY makes a compromise on the overall direction of development in exchange for the support of resources and power of the government.On the one hand,it sends a signal to eliminate the doubts of the government and all sectors of society;on the other hand,it takes the initiative to build a mutually beneficial relationship and deepen the cooperation between the government and the society.At the organizational level,the Buddha's identity is built within the organization,partially offsetting the negative impact brought by the differential awareness.Through Buddhism ideological as well as cultural knowledge,and the creation of a "1 + 1> 2" service system that combines the division of labor between the Buddhist system and social work organizations,it has,to some extent,achieved the integration of complementary advantages and turned double pressure into the motive force of mechanism development.At the community level,SY has been subjected to functional expectations and spatial constraints.Meantime,it has also used this to deepen ties with the local political,economic and cultural aspects,which produced structural consistency with the community and conduct a favorable Landscape modeling consciously or unconsciously.The development of regional welfare is one of the most important motivations.We went back to the Buddhist righteousness and modern source of the symbiotic ideal of institutions.From the perspective of symbiosis,the regional welfare actions of social work institutions can be divided into the following three aspects: providing welfare products to meet the needs of community residents,accumulating community social capital and promoting community co-governance;to promote the formation of a reasonable social structure.After we have made a brief study of three aspects,we can draw a conclusion that SY made special contributions to promoting the development of regional welfare and the formation of symbiotic communities.As a social work organization undertaken by the Guangdong Buddhist Association,SY has been devoting itself to the development of a cross-regional and replicable institutional model,aiming at forming a demonstration effect by guiding the exchange and learning of the Buddhist community throughout the country.Therefore,our case study also has certain reference value.
