Literature research is mostly used in the disseration,this paper discusses Brazilian language policy under the ethnological paradigm — Brazilian official language policy with functionalism,aboriginal language policy with multiculturalism and,foreign language policy with the cultural communication theory of Latzell and Marxist functional theory.Brazil is a monolingual country with Portugal as its official language.The spread of Portuguese in Brazil is the result of colonial rule and Brazilian self-selection.Brazil adopts a top-down approach to the universal promotion of official language,with laws and language policy as the most important.The study concludes that its promotion process still needs to be further implemented.Brazil has one of the richest multilingual ecosystems in the world,but it is also one of the most endangered countries in the protection of ethnic cultures.In the 1980 s and 1990 s,the wave of protection of cultural diversity in Brazil emerged,which became an important opportunity for indigenous languages to improve their living conditions.Some benefits have been achieved by the adoption of some measures but the indigenous language has a double attack on official and foreign languages and the choice of indigenous languages is awkward due to people's choices against the globalization of science and technologyIn general,the invasion of Brazilian foreign languages presents a process of“rejection – adaptation – active absorption”.A globalized economy requires more people with bilingual(multilingual)abilities.Today,English is used as a working language for communication in many fields.Brazil has a foreign language policy both at the macro level(national level)and at the micro level(local level).The “EF English Proficiency Index” is introduced as a reference to analyze the effectiveness of Brazilian foreign language acquisition.Brazilian adults' English level is still at a low level and the proficiency is not high.Like Brazil,China only uses one language as the official language.The popularization and promotion of official language is still not comprehensive.Based on the national conditions of “multilingual language,cultural diversity and ethnic diversity”,it is necessary to formulate the language policies that are suitable for this.Nowadays,English is used most of the world and it in fact plays the function of“universal language” of the world.Reflections are needed whether our foreign language policy adapts to the characteristics of the time.It is of great significance to study the evolution of Brazilian language policy and learn from its merits and demerits.
