Research On The Disabled People’s Culture System Construction Under The Perspective Of Dialectical System Theory

This paper serves the disable culture as a cultural system and analysis the disable culture from the view of system theory.On the domestic and foreign the disable’s culture,system theory and research culture system,this paper analysis the problems of disabled system construction and suggestions.Then introduce the system theory to analysis the disabled culture construction through the collection of literature.Therefore,the system theory provides a new theoretical angle of view for the study of the disabled people’s cultural construction.The disabled cultural system is a whole organic composed of spirit,system and material subsystem according to the level of order from top to bottom.The culture of each subsystem are respectively composed of a plurality of interconnected elements,interaction.As a whole,the cultural system connects with external politics,economy,education,science and technology environment and play the following functions: meet the spiritual and cultural needs of people with disabilities,guide and regulate the disabled thought,promote the construction of socialist spiritual civilization China characteristics.The disabled cultural system has the characteristics of integrity,hierarchy and openness.In order to put the disabled culture as an important part of enhancing the national cultural soft power,we have to maintain a reasonable relationship between cultural elements and the elements of system and system,promote the cooperation between the various elements,construct the system with reasonable structure,moderate opening to the outside world,to make them truly enjoy equal cultural rights,etc.At present,there are still many problems in the construction of the handicapped cultural system in China,such as the lack of overall coordination,the problem of insufficient coordination at levels and the problem of opening and interaction inadequately.Therefore,this paper argues that we should improve the overall supporting reform ability,strengthen the coordinated development of regional culture,and integrate the forces from all walks of life and other strategies,all of those to promote the construction of the disabled cultural system as a whole and solve the problem of inadequate coordination.In addition,we should establish and perfect the legal system of cultural construction,reasonable structure of talents,research and develop to the assistive devices meet the various needs and improve the structure of the disabled system,solve the problem of insufficient coordination at levels.Finally,to solve the problem of opening and interaction inadequately,we should enhance environmental adaptability,expand foreign exchanges and cultural,promote the integration of public and cultural exchanges,cultural values set open strategy,strengthen international exchanges and cultural system,etc.
