XianYang City, the capital of the Qin dynasty, and Chang’an City, the capital of the Western Han dynasty, are located in the GuanZhong area. Its development and prosperity are directly related to the strength of the Qin and Han dynasties. The development of this region is inseparable from the creation and construction of the population that migrated.During the Qin and Han dynasties,in order to strengthen the central government and weaken the needs of local forces, the state has repeatedly issued a migration decree to move the people into the GuanZhong area. The ShanDong region is not only the birthplace of Confucian culture, but also the seat of the six kingdoms. The political and economic status is extremely important, and it has become an important immigration place. At the same time, some people in ShanDong province spontaneously immigrated to GuanZhong, which together constitute a new population distribution pattern. In the Qin and Han dynasties,ShanDong immigrants included large-scale official immigration by the central government, the immigrants were mostly bureaucrats and nobles, and the masses were spontaneously immigrants. The immigrants were mostly civilians, such as businessmen, scholars, and victims etc.,the causes and characteristics are different. In general, the number of immigrants in the Qin and Han dynasties was numerous and varied, and it was carried out smoothly under the government’s coercive power. In the process of immigrating to GuanZhong in ShanDong, the ZouLu Weishi and ShangDang Fengshi were representative immigrant families.Wei Xian,as a Confucian scholar, moved westward to GuanZhong, which not only spread the Confucian culture, but also promoted the prosperity of the family.Feng Fengshi,as a general of ShangDang, was selected as the Lang, and put down the rebellions many times, which not only consolidated the motherland frontier, but also revitalized the Feng family.Wei Xian and Feng Fengshi, whose personal and family development have had a profound impact on the political activities of the country.During the Qin and Han dynasties, the immigration of ShanDong satisfied the need to increase the population, enrich GuanZhong area, strengthen local control, promote cultural prosperity, economic development and political progress in GuanZhong. The immigration activities promoted the formation of the "great unity"thought with Confucian culture as the core, which is conducive to the long-term and sustainable development of social civilization in the Han dynasty. At the same time, the negative impact of immigration can not be ignored. The ancient society has inconvenient transportation, and the large-scale immigration activities led by the government not only consume a lot of resources, but also bring great mental pain to the immigrants. In addition, the immigration of illegal elements harms social governance, affects the social atmosphere, and weakens the basis of governance. In the late Western Han dynasty, with the decline of the dynasty, immigration activities also ended.
