The governance of the country in the new era should not only focus on extracting theoretical resources from practical practice,but also draw useful experience from traditional culture.China's thousands of years of tradition not only includes the strategy of keeping the country safe and stable and saving the world,but also the important practice of concurrent etiquette and law.As a kind of governance concept,"ruling by etiquette and law" plays an important role in traditional national governance and maintains the normal operation of traditional country and society to a certain extent.In modern times,China was faced with foreign invasion and internal worries.The strong impetus of learning from the west stimulated the introduction of a new national salvation plan,and the combination of etiquette and law completed the modern transfition with difficulty.With the establishment of new China,the communist party of China creatively carried out national construction.After the reform and opening up,it paid more attention to the coordinated development of five-in-one construction,and the thought of the rule of etiquette and law also correspondingly carries out the modern transformation.The traditional idea of "ruling by Etiquette and Law" grew from the germination of the Han Dynasty to the Wei and Jin Dynasties,and matured and stabilized until the Sui and Tang Dynasties.It gradually formed an ideological system with "ruling by virtue","ruling by benevolence","ruling by law","ruling by virtue" and "supplement by punishment".The feudal rulers took it as the main idea of governing the country and ensuring the stability and development of social order.Since the 18 th National Congress of the Communist Party of China,theParty Central Committee,with Comrade Xi Jinping as its core,has attached great importance to the organic unity of the idea of "rule of rites and law" and the actual needs,and has put forward a series of new concepts and strategies to serve the needs of modern governance.First,we should attach importance to the creative transformation and innovative development of the traditional idea of "ruling by etiquette and law".We should draw lessons from the thought of "ruling by etiquette and law" reasonably,absorb the beneficial elements in the thought of "ruling by etiquette and law",and overcome the negative factors in the thought of "ruling by etiquette and law".Secondly,we should constantly promote the modernization and legalization of national governance capacity and governance system,adhere to the combination of governing the country by law and governing the country by virtue,strengthen the role of law in safeguarding morality,strengthen the role of morality in supporting the law,and realize the internal integration of moral order and legal norms.Thirdly,we should take the education of ideals and beliefs as the core and cultivate and practice the socialist core values.We should adhere to the combination of legal education and moral education,strengthen legal publicity and education,enhance legal awareness,strengthen civic moral education and enhance moral accomplishment,and strengthen the quality of leading cadres and seize key minorities.In a word,The modern transformation of the traditional idea of "ruling by etiquette and law" meets the needs of building a country ruled by law in China.We should explain the Era Connotation of the traditional thought of "ruling by etiquette and law",combine the excellent Chinese political and cultural heritage of "ruling by etiquette and law" with the Marxist theory of state governance,establish a complementary and mutually supportive social order mechanism,and explore a road of socialist rule of law construction with Chinese characteristics.
