Research On The Coordinated Development Of Public Cultural Service In Jilin Province

Public cultural service is an important part of public service.It is an important means to develop and prosper the socialist culture,and improve the people's cultural quality of life.In the same time,I t is has the important role in enhance the realization of citizen quality,promote the comprehensive development of the nation,and building a prosperous,democratic and civilized socialist country.In recent years,with the rapid development of economy,people's cultural needs increasingly strong.But we has not yet built up the system of public cultural services in government departments.In urban and rural areas,we enjoy the uneven level of public cultural services.In many underdeveloped areas and rural areas,the public sector provide the limited public service.The system of public cultural services is not completed.The citizen's basic cultural rights are not effectively protected.It is hindering the equalization of public cultural services development.Therefore,this paper focuses on the public cultural services collaborative development mechanism and mode as the starting point.Through the analysis of cooperation in Jilin province public cultural service development,profound analysis the existing problems,and puts forward the corresponding countermeasures.This paper discusses the connotation and theoretical basis of the collaborative development of public cultural services.By going back to the public culture and the synergy of the origin,development of the connotation and the specific mechanism of collaborative public cultural services,and to explore the public cultural service collaborative development factors and the mode of development.On this basis,the coordinated development of Jilin province public cultural service has carried on the empirical analysis.Through detailed analysis of Jilin Province Public Cultural Service collaborative development present situation,summarizes the progress and achievements made in the field of Jilin Province,pointed out that through long-term construction,Jilin province public cultural services infrastructure network and continuously improve the public cultural service the equalization degree increasing,the gap between regions is shrinking.However,in the construction of public cultural service coordination problem is also very prominent,such as cultural undertakings investment,operation ability of public cultural services in rural areas,the total lack of public cultural services,uneven distribution,the government paid insufficient attention to the problem of public culturalservice resource gap is still very outstanding.Finally,drawing on the useful experience of public cultural services,and the status of Jilin Province Public Cultural Service collaborative development.This paper analyzes the conditions of realizing the development of Jilin province public cultural service cooperation,pointed out that Jilin province should strengthen top-level design,improve the public finance policy,promoting inter governmental horizontal cooperation and cultivating the public cultural service teams and strengthen the construction of digital culture and other aspects to promote the coordinated development of public cultural services.
