Research On The Acceptability Of Government Public Policy

Mencius said: "Whoever gains the support of the people wins the world" and the "people's mind" are the key to the success or failure of a government.At present,China's social risks are intensifying,and the frequent occurrence of mass incidents reflects the public's lack of recognition of public policies.Therefore,measuring the acceptability of public policies by the public has become an urgent problem to be solved.This study attempts to construct public evaluation indicators for the acceptability of public policies and to develop tools for assessing the acceptability of public policies,and to provide scientific basis for the government to formulate policies.In the first study,a literature review and interview method was used to initially compile the Questionnaire for the Acceptability Assessment of Public Policies by 70 Questions.A total of 953 subjects were selected at random and 810 valid questionnaires were collected.The project appraisal and exploratory factor analysis were used to finalize the “Acknowledgement Questionnaire for Acceptability of Public Policies” containing 29 items.The questionnaire contains six dimensions,namely,implementation,interest factors,social fairness,language expression,stability,and compliance with national conditions.A reliability test was performed on the 29 items that were ultimately retained.The results showed that the internal consistency reliability of the scale was 0.90,and the internal consistency reliability of all dimensions was above 0.6;the structural validity of the questionnaire was tested using a structural equation model.The results show that the RMSEA is 0.06,the NNFI is 0.94,the CFI is 0.95,and the fitting index is good.The questionnaire has a good reliability and validity.Study 2 uses the analytic hierarchy process to assign weights to the evaluation indicators of public policy acceptability.The weights of the indicators from big to small are implementation,interest factors,social fairness,language expression,stability,conformity to national conditions,and their weight values.They are 0.0905,0.3551,0.3352,0.0758,0.0996 and 0.0439 respectively.The K-means clustering was used to classify the level of acceptability of public policies into three levels: high,medium,and low,with 3.07 and 3.77 as the demarcation points,and 3.77-4.83 as high acceptability of public policies;3.07-3.769 Acceptability for public policy is ata medium level;1.34 to 3.069 are low levels of public policy acceptability.Combined with the criteria for division,it can be seen that China's public policy acceptability level is at a medium level at this stage.Study 3 finds out the characteristics of public acceptability of public policy through the analysis of demographic variables.The results show that:(1)There are no significant differences in the acceptability of public policies and the impact of various variables on gender,ethnicity,and income level;(2)There is a significant difference in the implementation of public policy,benefit factor,social fairness,conformity to national conditions,and stability,and there is no significant difference in the total score of public policy language expression and public policy acceptability;(3)Subjects in different places of residence have significant differences in all aspects of the acceptability of public policies and total scores.Acceptability of public policy subjects living in urban and rural areas is high,and they live in developed cities and general cities.The level of acceptability of public policies for participants was low;(4)The education level has significant differences in the implementation of public policies,social fairness,conformity to the national conditions,and total scores.The acceptance level of the public policies of the junior high school and below is the highest,and the public policy acceptance level of the high school/secondary school subjects is the lowest;(5)There are significant differences in occupational public policy acceptability and total scores.The highest acceptable level of public policy is civil servants,followed by public institutions,and the lowest is unemployment/unemployed people.
