Research On Construction Of Public Cultural Service System In Shishi

With the rapid development of economy,people’s pursuit of spiritual and cultural life is also increasing with the increasingly rich material life.The establishment of a complete system of public cultural services is an important way to realize the people’s basic cultural rights and interests.In the third Plenary Session of the 18 th CPC Central Committee proposed to "build a modern public cultural service system,the introduction of competition mechanism,promote the development of social public cultural service comprehensively,encourage social forces and social capital involved actively,cultivating non-profit cultural organization." Governments at all levels take the construction of public cultural service system as an important content of government governance.The construction of public cultural service system is a long-term and complex social system engineering,the focus of construction is at the grassroots level,the focus is also at the grassroots level.This paper combs the public cultural service system in the relevant literature,in Shishi(county-level city)as the topic,based on the connotation of public cultural service system and a research evaluation from the five aspects of the basic framework of the system of public cultural service facilities,network products and services supply,capital and technology talent guarantee,organization support and operation,describes the construction of Shishi public cultural service system.Through the study of Shishi public cultural service system construction and development path,infrastructure layout optimization,security personnel lack of enough funds,the organization is not reasonable,lack of high-quality cultural products,evaluation mechanism is not perfect and so on to analysis the problems in the construction of.Combined with the "multi center" governance theory,analysis of problems in the construction of Shishi public cultural service system and the main construction subject is single,the Shishi public cultural service system mainly led by the government,market and social forces are involved,but the level of participation is not high,has not yet formed a multi governance more perfect collaborative construction mode of three party organization the.Then,from the perspective of polycentric governance,this paper explores the way to promote the public cultural service system which takes the government as the core,the market and the social forces to participate in each other,and give full play to their respective advantages.
