A Study On Construction Of Public Cultural Service System From The Perspective Of The Polycentric Theory

In this study, based on the perspective of Polycentric GovernanceTheory (PGT) and Xianning city,Hubei Province, as a study case, wesummarized the achievement of public cultural service system obtained bythis city, analyzed the existing problems, and given the recommendationsto improve the construction of public cultural service system in XianningCity.The mainly achievements of this city in construction of publiccultural service system are, strengthen the cultural infrastructure,gradually improve the network of public cultural facilities,implementation of key public cultural projects, continues to expand thecoverage of public cultural service, innovate the public cultural service,obviously improve the cultural construction and service capabilities,carry out a wide range of public cultural activities to initially formXianning characteristics’ brand, complete the work security system,strengthened their foundation.There exist two mainly problems in Xianning City’s public culturalservice system, one is the software aspect, a little attention by theleadership, related mechanism concerned about policies institutional andregulatory assessment is not perfect. The other is the hardware, theconstruction of public cultural infrastructure, public cultural goods andservices, financial investment, qualified personnel, and publicparticipation are still need to be further improved.Most of the above-mentioned malpractices are related to the "unity".PGT are provided theoretical support for the construction of publiccultural service system. In the future, With PGT, the Xianning City’spublic cultural service system can take "1+X" mode. In terms of policiesand regulations, formulation sensible policy of "the Xianning City publiccultural service system management ", and making relevant policies andregulations are necessary. As for main form supply, the government as themain form, nonprofit cultural institutions, state-owned enterprisescultural, social forces, grass-roots cultural team second. In culturalfacilities for public use, government construction as primarily, socialforces second.
