Since the first Opium War,China had been strongly influenced by the West for many times, which led to wide changes at the social level. In particular, the rise of the new-style school was a product of China's early modernization. From the late Qing Dynasty to the Republic of China, the number of students has been increasing and their influence gradually increased, thus forming a special student group. After the May 4th Movement, the transformation of the academic atmosphere also prompted many changes in student roles. The problem of student strike in the period of the Republic of China was implicated constantly with the fluctuation of political, economic and cultural factors, had both positive and negative effects, gradually placed the students in a dilemma, and was evolving into the common problems which should not be neglected in society. As the first modern university in China,Peiyang University had to employ foreign faculty because of its shortage of teachers.Since the number of foreign faculty exceeded the number of Chinese faculty, the composition of faculty members was mainly based on foreign teachers. After the subject of law was closed in June 1920,Peiyang University was transformed into a science-engineering university that specialized in engineering. Its strength in running schools has been severely weakened and the impact is far-reaching.Peiyang University was noted for its strict academic demands,at the same time because of historical traditions, its administration was relatively conservative. In the 1920s,the relatively lagging school system was also in an urgent need of reform. After the May 4th Movement,Peiyang students had more extra-curricular activities, student clubs were springing up "like mushrooms after a spring rain" and the ideological emancipation also brought changes in their concepts. They no longer rigidly adhered to the conventions of the school and the fetters of reality. They have become courageous in their demands, clinging to changes and hoping to promote the progress of their school and society through their own efforts, which also laid the groundwork for the student strike that followed. In early 1924,the Ministry of Education triggered a crisis in the educational world due to the promulgation of the "the Ordinance of National University".The establishment of "the board of directors" contained in the Ordinance was aimed at strengthening political interference in education, which was in violation of the principle of "education independence" and led to the opposition among the professors in Peking University. In the end, however, there was no result. At the same time the promulgation of the Ordinance has also become the fuse for the movement of"Displacing Feng" in Peiyang University. The outbreak of the movement resulted from the relative backwardness of the school system and the relative conservation of the school administration on the one hand;and many contradictions between the students' urgent demands of reforming in Peiyang University and the school's strict control on the other hand. The appearance of the phenomenon that the student strike was rising day by day and the academic atmosphere was deteriorating day by day in the 1920s was greatly related with the change of the academic atmosphere since the May 4th Movement. The student strike was rising due to the academic atmosphere, which was deteriorating not due to the student strike. The academic atmosphere was the reason, while the student strike was the result.
