| Peng Yingjia,whose courtesy name was Tiehan and literary name was Bingdong,was born in Chengde County(now Shenyang)of Fengtian Province and served in Gansu Province during 1906-1911.During his tenure,he actively took all kinds of measuers of the reforms in late Qing Dynasty,referring to industry,agriculture,mining,commerce,cultural education,and municipal administration and so on.In the Industrial field,he set up the persuade factory such as wax soap factory and the Knitting Bureau,it promoted the development of Gansu machine industry.In the agricultural field,he set up the Supervision Bureau and agricultural testing ground to promoted the transformation of Gansu’s agriculture from traditional society to modern society.In the commercial field,he set up a commodity display and opened a chamber of commerce,it promoted the commercial development of Gansu Province.In the mining field,he established the official iron factory and the copper factory,to promoted the development of the Gansu mining industry.In the aspect of culture and education,he established Book Company in which had published the official newspaper and a large number of chinese and foreign books.It disseminated all kinds of ideals,and revitalized the Gansu social atmosphere.By setting up the agriculture and weaving schools,the door of vocational education was opened and the modernization of education in Gansu province has been promoted.In the aspect of infrastructure construction,he built the Yellow River Iron Bridge,reformed the patrols and opened the clinic.It strengthened the Lanzhou from the outside world,improved the security situation and the medical healthy conditions in Gansu Province.Peng Yingjia was the chief executive of the reforms of Gansu province in the late Qing dynasty.The measures in agricultural and industrial mine was taken by him,which effectively promoted the implementation of the reform in Gansu.The opening of the factory and the new school was interrupted by the revolution of 1911.However,it is undeniable that Peng Yingjia promoted the reform and the development of industrial,commercial mining industry in Gansu,it civilized the social atmosphere and promoted the modernization of Gansu. |
