Since the U.S.urban reform movement,the government system has drawn lessons from the successful management experience of large companies and brought government affairs to market choices,effectively curbing urban corruption issues and the various urban economic and social problems that have come one after another.The U.S.municipal system structure forms three modes: the council manager,the mayor-mayor council,and the commission.Each of the three municipal models has its own emphasis and applies to cities of different sizes,among which the city manager is made to adopt the most extensive municipal system.In the 1950 s and 1960 s,the focus of American historiography research was political history.Most of the characters who led the American historiography were mostly political historians who studied the city manager system.Most of them were political scientists or administrative experts.Therefore,before the 21 st century,American scholars mainly discussed the urban managerial system from the perspective of political science or administration.The research on the city manager system includes the status,roles,and relationships of the parliament,the mayor,and the city manager under the city manager system;the urban characteristics of the city manager system;and the election system of the parliament under the city manager system.With the rapid development of science and technology and the strengthening of global economic integration,the international competition faced by all countries is becoming more intense and comprehensive.These international competitions are mainly manifested in the fierce competition among metropolitan areas in countries around the world,and local governments are facing The urban affairs of the city are more complicated,integrated and diversified.At the same time,as people’s living standards continue to increase,the public also requires the government to provide personalized services that fit their own needs.The traditional administrative system is obviously difficult to meet the challenges of various competitive demands in the new era,and the public reform calls for skyrocketing popularity.Correspondingly,the U.S.city managerial system has undergone new changes,and these changes have immediately become the focus of research in the U.S.academic community.Scholars have studied the urban managerial system from the perspectives of sociology and culture.Since the 21 st century,the American culture of history has changed from politicalscience to linguistic and cultural,and cultural history has continuously “colonized” the broader historical field.American scholars focus on the study of the intrinsic personal factors of urban managers,including the influence of urban managers on gender management,differences between newly elected officials and senior employees,factors influencing the flow of urban managers,policy guidance of urban managers,and awareness of urban managers.The impact of morphology on local development and other aspects.
