Researh On The Protection Of Intangible Cultural Heritage Of The Local Government Functions In The Weak Area

In recent years,the central government and scholars remain high enthusiasm for the protection of intangible cultural heritage,but almost the majority of papers analysed the intangible culrual heritage protection from the macro prospective,only few theses analysed the current situation of the protection.Research on the government for protection of intangible cultural heritage as many research papers,mainly concentrated in the following three aspects: the frist aspect is the government related policies for the heritage protection law;Second,the government has the declaration system in the intangible cultural heritage;Three,the government should have thenormative guidance about the tourism project.In particular,it has never been studied that the relevant government departments of the intangible cultural heritage protection functions in the actual life of the operation.In this paper using some methods,example as questionnaire survey,In-depth interview method.Combined with “the heritage protection law” and “the functions of government departments”,the details designed a questionnaire,the investigation of the content mainly set up some question,includes “special leading group for the heritage protection”?”the expert committe take part in the intangible heritage protection”?“social groups is related to the protection of the genetic carrier”,a total of 21 questions.Select the vulnerable areas of tourism industry--Lanzhou City,Gansu Province,the four local government departments,namely the cultural sector,tourism,publicity departments,people and social sectors to carry out a questionnaire survey.By using the comparative analysis method,it is concluded that the lack of the basic level government's function in the protection of the intangible cultural heritage is the most prominent problem.Drawing on the horizontal coordination organization structure model of the administrative management,the matrix organization,to solve the problem of the lack of government function in the protection of the intangible cultural heritage.Specifically,the cultural sector's function is protection and assertion to the intangible cultural heritage,as the main body;As the communication,propaganda department as the main body;In regard to the development of intangible cultural heritage,tourism as the main body.The auxiliary leading group is responsible for organizing the training of the four departments personnel about intangible knowledge,professional supervision and verification of the results of the heritage protection task,but by the leading group according to the nature of the task,the main unit is dispatch to more people to participate,other unit personnel assistant to complete.The leading group for each task from higher level units to public supervision.The lead department for this model has been clear about the various tasks,distinguish between host and sponsor department as well as their respective responsibilities,and joined the supervision mechanism,and formed a typical matrix organizational structure.
