On April 1,2017,the Central Committee of the Communist Party of China and the State Council formally announced to the public the news of the establishment of the Xiongan New Area.Regarding the future layout and construction of the Xiongan New Area,the Party Central Committee particularly emphasized "persisting in the protection and promotion of traditional Chinese culture and continuation of the historical context",which provides a basic follow for the protection and inheritance of the intangible cultural heritage of the Xiongan New Area.This article is mainly based on the theory of public goods to classify 445 intangible cultural heritage items in Xiongan New Area.According to different types of intangible cultural heritage projects and theories of government functions,we will discuss the performance of government functions in the process of joint partici pation of the market,social organizations and the public in the process of intangible cultural heritage protection.The article collects,integrates,and summarizes relevant documents,and visits the intangible cultural heritage managers and inheritors of Xiongan New Area,collects relevant materials,organizes the interview content,and analyzes on this basis.Currently,the government of Xiongan New Area is The implementation of functions in the protection of intangible cultural heritage.The study found that the government is the only subject of protection for pure public goods-type intangible cultural heritage.In all protection links,the government must perform corresponding protection functions.For club-type intangible cultural heritage,the government should encourage and guide enterprises to participate in intangible cultural heritage protection,and play the role of market supervision.For crowded intangible cultural heritage,the government should perform limited entrusted management functions and supervise social organizations.In the actual work of the government,there are problems in the performance of its functions,which are mainly divided into three points: the insufficient performance of the government’s resource allocation function,the inadequate performance of the government’s market supervision function,and the insufficient investment of government funds.Based on the analysis of each level of government and relevant departments of each level of government in the Xiongan New Area,on the basis of specific functions in the protection of intangible heritage resources,the problems arising from the performance of government functions and the reasons for the problems were interpreted.There are three internal reasons: government policies and regulations are not sound,government organizations are not perfect,grassroots government protection concepts are weak,and the ability to perform duties is lacking.There are two external reasons: the market economy is underdeveloped and the participation of enterprises is not enough;the social forces are immature and the participation of social organizations is insufficient.In response to the above-mentioned problems and the causes of the problems,the future government has put forward feasible opinions on how the government should protect the intangible cultural heritage in Xiongan New Area and how to perform its functions,namely: improve the policy system;formulate a list of government rights and responsibilities in the field of intangible cultural heritage protection;In accordance with the requirements of "delegating control and service",build the partnership between the government and enterprises and social organizations;through "Internet + government services",innovate the way government fu nctions are performed.Through the above measures,continuously optimize and innovate government functions,and thoroughly solve the problem of government function performance in the protection of intangible cultural heritage.
