The Study On The Improvement Of Birth Security Measures In Shanghai Under The Background Of The Two Child Policy

In order to solve the problem of the slow growth of China's birth rate,optimize the age structure of the population and avoid the aging and funnel-shaped society,the central government formally adopted the policy of opening up the second child in an all-round way at the Fifth Plenary Session of the 18 th Central Committee on October 29,2015.However,three years after the opening of the two-child policy,the birth rate in Shanghai has not increased as much as the original intention of the policy,and the social population is still aging.Through research,the author believes that there are some problems in the implementation and development of the birth guarantee system as a supporting measure of the comprehensive opening-up of the two child policy,which affects the enthusiasm of the people for the birth of two children,thus leading to the decline in the growth rate of the population birth rate.Therefore,this paper will take the birth security system under the background of the policy of opening up the second child in an all-round way as the research object,analyze it within the scope of Shanghai,find out the shortcomings of the birth security system through direct interviews,questionnaires,and put forward corresponding solutions.Through the improvement of the measures of birth security system,we can promote the implementation of the policy of opening up the second child in Shanghai,encourage the enthusiasm of Shanghai people to raise the second child,so as to improve the birth rate of Shanghai's population and achieve the ultimate goal of optimizing the social age structure.
