Research On The Policy Of Physician Dual Practice Under The Background Of Healthcare Supply-side Reform

The core of Healthcare reform is supply-side reform,which is aimed at liberating doctors and releasing doctors' productivity.From a macro perspective,physician dual practice is conducive to regulating the allocation of healthcare resources and facilitating patient to obtain medical service,while it is also helpful to increase doctors' legitimate and reasonable income to mobilize their enthusiasm from a micro perspective.Therefore,it's significant to implement the policy of physician dual practice under the background of healthcare supply-side reform.This study focuses on the analysis of the public policy of physician dual practice.First,the paper summarizes the path of gradual reform of physician dual practice.Second,it generalizes the implementation of physician dual practice.Based on the process of policy analysis,it chooses three evaluation criteria,including the adequacy of policy implementation,doctors' response and effectiveness.Through the data collection and questionnaires,the results of the policy evaluation show that the goal of physician dual practice is reasonable,but the feasibility is not high;the policy of physician dual practice has been carried out widely,but the depth is not enough,the doctor's response is low;The main effectiveness is not outstanding,but its secondary effect is beyond expectation.That's to say,the number of doctors who apply for dual practice is few.On the other hand,because policy permitted,Doctor Group was came into being and got a rapid development.From the perspective of physicians,this study uses the theory of planned behavior to analyze the physician dual practice.The results show that the behavior intention of physician dual practice is mainly affected by attitude positively,but actual behavior is more likely influenced by perceptual control.As an employee,physicians are bound in the system.If they dual practice,they will inevitably encounter obstacles from the stakeholders such as hospitals.Thus they have low perceptual control.It is difficult for them to translate behavioral intention into actual behavior.Based on the analysis results,this paper puts forward corresponding countermeasures from perspectives of policy makers,the stakeholders and policy environment.It is believed that we should combine the Internet technology with physician dual practice to realize its innovation,so as to activate the medical resources.
