As an Important Way to Participate in Precision Poverty Alleviation,Rural Medical Security is an important link to solve the problem of "poverty caused by illness" and "returning to poverty due to illness".In recent years,China has increased its efforts continuously to alleviate poverty,and has issued preferential medical policies to the rural poor,striving to solve the problem of rural poverty from the root causes.However,Under the current precision poverty alleviation policy in China,rural medical security,as a basic social security policy,has a significant difference between poor and non-poor households,the supply of rural medical policy presents an unbalanced state,which has caused the emergence of new poverty problems,and the difficulty in resource allocation and policy convergence,which has led to a lower satisfaction of the masses and affected the orderly progress of the precision poverty alleviation policy.How does this unbalanced state manifest itself? What are the consequences for rural families and grassroots governance? What is the root cause?This paper will take three counties and municipalities in J Province as examples to discuss these problems.Through the case study,it is found that the imbalance of policy supply between poor and non-poor households is mainly reflected in the differences in the access rate and payment level of various types of medical security,and the medical policy enjoyed by poor households has strong advantages.These differences have led to the emergence of new poverty problems,increased difficulties in resource allocation and policy cohesion,resulting in a reduction in public satisfaction,which has affected the orderly promotion of precise poverty alleviation policies,and led to new grassroots governance issues.The imbalance of economic development is mainly reflected in the dual governance of urban and rural areas,and the limitation of government financial and governance resources.The institutionalization factors are mainly explained through the inertial thinking of local government’s movement governance and the government administration under the current pressure system.Based on this,in order to break the unbalanced situation of policy supply,the state needs to carry outinstitutional innovation,create conditions for the equalization of basic public services,and ensure that "all people should be insured and guaranteed."...
