Research On Performance Evaluation Of Medical Services In Suqian

Medical and health services have always been one of the areas of widespread concern and priority development in countries around the world.Comprehensive medical and health services are conducive to protecting people’s health,promoting economic development,and building a harmonious society.Suqian City,Jiangsu Province has introduced social capital for medical treatment in response to the severe shortage of medical resources,difficulties in the survival of grass-roots medical and health units,financial instability at all levels,and the urgent need of the people to seek medical care.Property rights replacement and full implementation of privatization.Suqian,once known throughout the country for its ’sell-out medical reform’,did not begin to build the first public hospital funded by the government until 2013.The’Suqian Medical Reform Model’ has been implemented for nearly 20 years.Since its development,it has been controversial and mixed.This study takes Suqian City as the research object,and based on the literature review,it constructs an index system for the performance evaluation of medical services in Suqian City,and adopts a combination of entropy method and TOPSIS(Technique for Order Preference by Similarity to Ideal Solution)method to perform longitudinal performance evaluation.Taking into account the special medical reform model of Suqian City,the horizontal performance comparison between Suqian City and the other four cities in the North Jiangsu area of Jiangsu Province was performed to obtain the evaluation results.Combined with the full text,it analyzes the existing problems of medical and health services in Suqian and puts forward countermeasures and suggestionsThere are six parts in this paper.The first part is the introduction:introduce the background and significance of this study,make a good foundation of writing through literature review,explain research ideas and methods,and point out research innovation and shortcomings;the second part defines the concepts of medical and health services,social medical services,performance evaluation,and expounds the theory of public products,policy change,comprehensive evaluation as the theoretical basis Methods application;the third part of Suqian City medical and health service system development process in detail,using the theory of policy change to summarize its characteristics;the fourth part is the research and design of Suqian City medical and health service performance evaluation,mainly including the construction of index system,the selection of index weighting method and evaluation model;the fifth part is the selection of Suqian City Medical The sixth part puts forward the research conclu-sion,analyzes the existing problems,and puts forward the relevant countermeasures and suggestions,finally summarizes the full textThe study found that the index weights determined by the entropy method show that the four dimensions of service availability,service availability,service effective-ness,and economic affordability all have different degrees of impact on the medical and health services in Suqian,according to the degree of impact The ranking is:service availability>service availability>service availability>economic affordability.The evaluation results of the TOPSIS(Technique for Order Preference by Similarity to Ideal Solution)method show that the performance of all hospitals in the reform phase of Suqian City was significantly lower than the period before the reform,but began to gradually increase after 2008.Comparing the performance in the upward trend stage with the other four cities in northern Jiangsu Province,the results show that Suqian is at the middle level of the five cities in northern Jiangsu,indicating that medical and health services in Suqian need to be further improved.Combined with the full text,the problems in medical services in Suqian are mainly due to the dual existence of government failure and market failure.The author also proposes corresponding countermeasures based on the above.
