At present,the mode of population migration in China has gradually become family oriented,and the scale of elderly immigrants is constantly expanding and growing.According to data from the 2015 National Dynamic Monitoring Survey of Floating Population,the total number of elderly floating population in 2015 was close to 18 million,accounting for 7.2% of the total floating population.Compared with other floating groups,the incidence rate of elderly floating population is higher than that of the general floating population,so their demand for medical service resources in inflow areas is also higher,but the traditional medical service supply model is difficult to meet the needs of the elderly floating population,so that they are in the process of medical treatment Encountered the problem of medical expenses settlement and reimbursement.In the context of an aging population and a healthy China,paying attention to the medical security of the elderly floating population will not only help solve the practical dilemma of this particular group,but also help to improve China 's aging policy and comprehensively promote the practice of “Healthy China”.The research object of this paper is a group of elderly floating population,which is also commonly known as the "old drift".The main content of this article is to investigate the medical service needs and utilization of medical and health services of the elderly floating population.The first part of this article mainly introduces the research background,research significance,research ideas,research methods,and summarizes the literature at home and abroad.The second part introduces the relevant concepts and theoretical basis of this article.The third part analyzes the relevant policies of the medical service of the "old drift".The fourth part is the research design part of this article,including the survey purpose,questionnaire design and formal survey situation.The fifth part elaborates the current status of the utilization of the medical services of the "old drift".The sixth part discusses the three types of factors that affect the utilization of medical services of the "old drift".The seventh part is conclusions and suggestions,and puts forward relevant policy suggestions for the discovered problems.Based on the data obtained from the survey,this article describes the basic characteristics of the elderly floating population,including sociodemographic characteristics,economic characteristics,medical insurance coverage,etc.;on this basis,a more comprehensive understanding of the medical service needs and medical care of the elderly floating population utilization of health services;use quantitative methods to analyze the influencing factors and degrees elderly immigrants' utilization of medical and health services.It was found that the medical service needs of the elderly floating population have not been met,and the expected medical services are much more than the current medical services.The utilization level of medical and health services is generally low and there are significant differences,and are subject to the prerequisite variables and enablement.The combined influence of variables and demand variables.Among them,age,education level,number of children,reasons for coming to Shanghai,family monthly income per capita,types of basic medical insurance,access to medical and health services,awareness of medical treatment policies in different places,self-assessment of health status,and prevalence of chronic diseases The two-week prevalence is the key factor that affects the utilization of the medical services of the "old drift".Combining with specific problems such as the unmet need of medical services for the elderly migrant population,low level of medical service utilization,and inconvenience of reimbursement in other places,this article puts forward four suggestions.The first is to gradually establish a unified national out-of-town medical treatment management system,gradually realize the direct settlement of medical expenses for out-of-town medical treatment,and achieve unified national medical insurance settlement.The second is to stimulate the initiative of the elderly migrants to participate in medical and health services,and to pay attention to the diverse medical service needs of the elderly migrants.The third is to improve the capacity of local governments to provide basic medical and health services,and effectively protect the medical rights of the elderly migrants.The fourth is to establish a long-term health observation database in order to implement measures such as follow-up of chronic diseases of the elderly.
