The Implementation Research Of New Rural Cooperative Medical System Of Wafangdian City

In order to ensure the effective use of basic medical services for rural residents,reduce their suffering and economic burden caused by diseases,and improve the healthy living standards of rural residents,China has implemented the new rural cooperative medical system since 2003.The new rural cooperative medical system is a mutual medical assistance system for farmers,which is organized,guided and supported by the government,participated in by farmers voluntarily,financed by individuals,collectives and the government,and focused on the overall planning of serious diseases.In the second half of 2006,the system began to implement,to a certain extent,it has been affirmed by the participating farmers and alleviated the phenomenon of "poverty due to illness and returning to poverty due to illness".The implementation of the system has achieved certain results,but there is still much to be improved.In view of the current situation of the system,this paper analyzes the problems in the implementation of the system,finds out the causes of problems,puts forward feasible countermeasures.First of all,explain the relevant concepts of the research theme of this paper,to determine the theoretical basis of the paper.Secondly,in the context of Wafangdian city,the integration of resources,the analysis of the status quo,found some problems in the implementation process:The new rural cooperative medical care system cannot cover all the beneficiary groups;It is difficult to raise funds,the government's responsibility is not clear,and the level of rural basic health service is limited.The main reasons for the problems are:the limited level of reimbursement and payment in the implementation;the low awareness of voluntary participation of farmers;Fourth,the quality of service in designated medical institutions is low.Thirdly,it analyzes and finds the implementation effect of other medical security systems at home and abroad which can be used for reference.Overseas countries take Korea and the United States as examples,and domestic countries take Dongguan city and Jiaxing city as examples to sum up and learn advanced experience,for this paper to put forward a reasonable solution to make theoretical preparation.Finally,on the solutions to the problems of system implementation,from the system itself,we should optimize the allocation of funds,adjust the payment standards;The government should take measures to fully mobilize the enthusiasm of the peasants for participation;from the perspective of the government,give full play to the functions of the government,increase the government's investment in the system;and from the aspect of designated medical institutions,to improve the quality of service in designated hospitals.
