Investigation And Analysis Of The Effect Of Ruijin-luwan Medical Consortium Under Grading Diagnosis And Treatment

After long-term exploration and practice,China's three-level medical service network system has been basically completed,and the grading diagnosis and treatment model has taken shape.Under the background of vigorously promoting the grading diagnosis and treatment system,the medical consortium has become an important carrier and one of the important measures to optimize medical resources and enhance community service capabilities.This study aimed to analyze the mechanism and key factors that restrict the development of regional medical consortium from the construction process,development status and effect evaluation of “Ruijin-Luwan Medical Consortium”,and propose relevant policies and suggestions for the development of regional medical consortium in China.This study focused on the promotion of Shanghai's grading diagnosis and treatment,and selected the “Ruijin-Luwan Medical Consortium” as the main study object,and included 7 different levels of medical institutions in the region(1 core hospital,2 central hospitals and 4 community clinical Health Centers).Through the experts' consultation combined with literature review,"Ruijin-Luwan Medical Consortium" evaluation index system has been designed to evaluate the development status of the medical consortium and analyze the constraints related to the implementation effect,at same time we evaluated the interests of the stakeholders during the implementation process of the medical consortium.And then,a questionnaire survey was conducted on key informants from 7 medical institutions to explore the main factors that constrain the implementation effect.Our study found that:(1)Since its establishment,the work of “Ruijin-Luwan Medical Consortium” is steadily advancing,the communication and contact between regional medical institutions is increasing,but information technology construction and two-way referral work are progressing slowly;(2)“Ruijin-Luwan Medical Consortium” has insufficient motivation to promote the medical institutions at all levels.There are still many established constraints on the linkage process mechanism,the inability of the functional departments to connect,and the inability to implement supporting policies.(3)The medical staff from 7 medical institutions has lower perceptions of the work.The overall satisfaction needs to be improved.Based on the above findings,we believe that in the development process of “Ruijin-Luwan Medical Consortium”,the government and the health department should lead,coordinate and clarify the positioning of the medical consortium.During the practice process,relevant policy,supportingand linkage systems should be constructed.Efforts should be done to improve the enthusiasm of medical staff in the region.Through the optimization of design and management concepts,the regional medical consortium would be connected,structurally and mentally.
