Design And Implementation Of Sichuan High Value Medical Consumables Centralized Purchasing System

As medical consumables have the characteristics of large usage,wide coverage,many varieties,complicated specifications and models,and strong specialization,they are more difficult to manage than ordinary commodities,and the value of high-value consumables is higher,especially the implantable material must exist in the human body for a long time,and its physiological characteristics,effectiveness and safety should be managed in a high standard.With the development of computer technology and the popularization of online office,the national purchase of high-value consumables has also stepped into the ranks of informationization.In accordance with the powerful promotion of medical reform,the whole province has unified organization,Unified Platform,a standard,linkage within the province,and prices are open,the construction of provincial high-value consumables centralized procurement system has become the overall requirements of medical reform.On the basis of reading and referring to a large number of domestic and foreign theories and application materials,this paper summarizes the current situation,development trend and main technologies of high-value medical consumables procurement,and studies and compares the centralized procurement system of high-value medical consumablesBased on the analysis of the purchase demand of high-value consumable materials,the system adopts B/S(Browser/server)architecture mode,visual Studio 2010 as programming tool,SQL Server 2012 database and C# language to write code,the system takes the purchasing process of medical institution as the main line of development,and designs the functions of product catalog management,purchasing catalog setting,purchasing management,storage management,return management,user information management,message view and so on.In this paper,the system architecture design,network topology,business process,database forms and other aspects are introduced in detail,based on the idea of convenient management,a unified data access interface,SQL Server database efficient storage technology,to improve the system access efficiency has a great help,user login first to verify through access to the system,the use of users,roles,module permission allocation,operation log and other security measures,in general,the design of the system gives consideration to both practicability and security.Once the purchase order of the purchase system is confirmed by both parties to the transaction,the transaction products,specifications,quantities,amounts and so on can not be changed,virtual private network,antivirus,intrusion detection,URL filtering and content filtering technologies to enhance the firewall’s isolation capabilities,forming an overall defense system,this paper uses the above technologies in the design of the server side.High-value medical consumables lack of uniform coding,complex specifications and models,large clinical use,rapid replacement,replacement difficulty and relatively high price.For a long time,standardizing the purchase and use of high-value consumables is the risk point of medical institution management,the cut-in point for the government to solve the problem of high cost of medical treatment,and the focus of the common people’s attention.To realize online purchasing and management by means of information technology will help to save manpower cost,facilitate electronic management,promote medical institutions to use information technology to manage medical consumables,and guide high-value medical consumables to purchase by sunlight,this shows that the system has a strong practical significance.
