Research On Two-way Referral In Medical Association

Under the new situation of nationwide health care reform,the models of medical partnerships are being explored across whole China,in which the “1+1+1” model in Minhang District,Shanghai is the most exemplary one that has been set as the benchmark by the State Council.In the medical partnerships model,the most challenging but also the most important part is the two-way referral,so the research on the current situations,realities and potential problems of the two-way referral in the medical partnerships model of Minhang District can help to put forward some efficient solutions to the problems,meanwhile the research can also provide practical experience and theoretical foundation to the health care reform in other regions in China.The research methods of this article include literature information research,field survey,and interviewing.This article deeply studied the operation of the two-way referral in medical partnerships model theoretically and practically.Currently the two-way referral policies in the medical partnerships of Minhang District have made some periodical achievements to some extent,however,the policies still have some problems such as the low efficiency of referral,poor foundation of medical service in some areas,low recognition of patients to the two-way referral mechanism,and weak medical service qualities.Besides,the two-way referral model is still lack of unified and regulatory standards,as well asexecutable boosting forces by government policies,which means the excitation mechanism and regulation in the model are still not in place.To further develop the medical partnerships and implement the two-way referral model,some certain improvements need to be carried out such as enhancement in propaganda for improving the recognition of medical staff and patients to the model;establishment of strong and propagable excitation and regulatory mechanism for smoothing the process of two-way referral and reinforcing the cooperation among different members in the medical partnerships,and furthermore achieving the targets of improving the service and execution capacities of the medical institutions on the ground;enhancement in the training of medical staff for improving their professional abilities;perfection in the medical information platform for strengthening the linkage among each medical institution in the partnerships.
