Since the Middle Ages,epidemic diseases such as typhoid fever and smallpox have been prevalent in the England countryside.Rural people often learn from traditional medical experience or rely on few doctors for treatment after contracting the disease.Combined with the lack of health awareness,dirty living environment,poor medical conditions,poor local management and other adverse factors,the management of public health in rural areas is very chaotic,general health situation in England is not optimistic.In the 1930 s,a massive cholera crisis broke out in England,people's awareness of health begun to awaken,and some social reformers were calling for public health reform in the England.Chadwick and John Simon were representatives of British public health reform during this period.In the half-century in which they two have been England health officials,the central government has started to improve the rural medical industry and collected survey reports on health conditions submitted from various parts of the England.Meanwhile,the central government has successively introduced some special public health bills in order to change the health situation in rural Britain and solve people's health problems.However,because the vast rural areas of England have long been deeply influenced by the tradition of local autonomy,the implementation of national reform laws and measures in rural areas has been subjected to varying degrees of resistance.The mode of public health reform in the England has gradually changed from the initial "centralized" management to "giving local compulsory power and respecting the tradition of local autonomy ".As the reform lasted until the late 19 th century,the rural medical profession group became more professional,the cottage hospital and other medical institutions were more perfect,and the countryside medical industry was gradually modernized.The country's rural public health system was initially established as parliament enacted the health bill that was more diverse,more comprehensive and more focused on the public health needs of rural people.
