Since the development of "Internet Plus Healthcare",the government has gradually relinquished its core leading position in the medical industry.The autonomous management of medical institutions and the policy guidance of the new medical reform have given medical institutions more abundant medical service capabilities and enhanced patient participation and Satisfaction,coupled with the technological empowerment of internet technology,the benefits of synergistic cooperation in the medical service system are obvious.With the uncertainty of change in the information age,the governance of public issues tends to diversify the synergy of interests.More and more experts and scholars have turned their attention to the research of cooperative governance in the public domain.The differences in the actual environment and the advancement of specific practices indicate that we still lack the knowledge system for cooperative governance at present,and the research on cooperative governance in the public domain has not been perfected.What are the main actions,operating mechanisms,and effect presentations,and how to make the " Internet Plus Healthcare " cooperative governance a success,it is worthy of our discussion.Therefore,This article analyzes the action strategies and interactions of the main participants in "Internet Plus Healthcare" from the perspective of cooperative governance,and uses the principles of the socio-technical framework as a guide to build an analytical framework that is consistent with " Internet Plus Healthcare " cooperative governance,combining cases analyze and discuss the status quo of the entire course of action,summarize experiences,analyze problems,and propose relevant countermeasures to provide references for the exploration of " Internet Plus Healthcare " cooperative governance.The research in this paper finds that cooperative governance is still in the ascendant,but based on the cross-disciplinary and multi-disciplinary research and application,the theoretical definition of cooperative governance still lacks a unified,standardized and complete interpretation framework.Model selection and output performance are difficult to present in a concrete and limited case analysis.The reform of the medical system in the "Internet +" era needs to explore its own road system and cooperation model in the cooperation of multiple subjects.The cooperative governance in " Internet Plus Healthcare " has a great promotion effect on changing the long-standing institutional shortage,irrational resource allocation,and lack of proper division of labor and cooperation in the medical system in China.The cooperation between Chinese medical institutions can appropriately improve the multi-management of medical and health institutions,unify policy objectives,integrate the medical service system,and rationally allocate medical resources.This article believes that it can be promoted from three aspects: mechanism,subject and safeguard measures.First,at the subject level,clarifying the role positioning and functions of roles,and enhancing the positive interaction between subjects.Secondly,the establishment of effective cooperative governance mechanisms,mainly includes the four mechanisms of negotiation mechanism,benefit-sharing mechanism,long-term mechanism for shared responsibility,and constraint mechanism of joint supervision.Effectively allocate and use various mechanisms in the cooperation process factors to consolidate an equal,open,and cooperative relationship.Finally,to ensure the orderly progress of cooperative governance in " Internet Plus Healthcare " from the four aspects of system,material,culture,and technology,improve governance capabilities,and promote medical information construction and medical system reform.
