Study On The Problems And Countermeasures Of Promoting The Contract Service Of Family Doctors In Dongguan City

The implementation of family doctor contract service is helpful to enrich the mode of primary medical and health service and strengthen the function of primary medical and health service network.It is an important task to deepen the reform of Chinese medical and health system,and it is also an important way to implement healthy China strategy in the new era.At the national level,the signing service of family doctors is to enable the community to do a good job of basic medical care,public health and health management services for residents,to constrain the services of the team of general practitioners through the way of contract,so that families can have a real sense of achievement in the health care reform policy,so as to promote the community leader in an all-round way.As far as the team of doctors is concerned,the signing service of family doctors is based on the team of general practitioners,the members of each team are composed of doctors,community nurses,public health doctors and auxiliary staff,while the rural areas,including rural doctors,improve the standardized management level and service quality of the contract service of family doctors in an all-round way.As far as the resident family is concerned,the family doctor signing service not only provides the convenient,individualized and different health service demand for the resident family,but also enhances the degree of mastering the health knowledge of the resident family,and then promotes the healthy life of the resident.The third Plenary session of the 18 th CPC Central Committee put forward the requirement of "perfecting the reasonable hierarchical diagnosis and treatment model and establishing the contractual service relationship between community doctors and residents".With the deepening of the reform of China's medical and health system,how to realize the first diagnosis at the grass-roots level,hierarchical diagnosis and treatment,two-way referrals,and the establishment of the medical treatment mode of "small illness in the community,serious illness to hospital,rehabilitation back to the community" is the key to alleviate the masses' "difficult and expensive to see a doctor",and it is also the key and difficult point to deepen the medical reform at present.Based on the new public management theory and contract theory,and by using the method of literature analysis and interview,this study combs the existence of family doctor public service by combing the contract service of family doctors in Dongguan City.The consciousness of medical and health service is not strong,the related safeguard measures of family doctor signing service have not been refined and implemented,the ability of service team is uneven,and the phenomenon of "signing" but not contract appears in the signing service of family doctor.In the face of many problems that need to be improved in the signing of family doctors in Dongguan City,through in-depth analysis of the reasons behind them,this study puts forward specific policy suggestions from three aspects: system norms,moral guidance and technical security,in order to meet the differentiated,individualized and intelligent medical and health service needs of Dongguan residents,so as to promote the health and sustainable development of the signed services of family doctors in Dongguan City in an all-round way.
