Research On Influencing Factors And Improvement Strategies Of Hospital Capital Construction Project Investment Control

Although China has made great progress in the provision of public medical services,it is still inadequate compared with the growing needs of the public and the demand for high-quality medical care.At present,the medical services provided by our hospitals are still not compatible with the goal of building a strong socialist country with the people as its center.In order to improve the efficiency of investment construction,it is of great significance to study the influencing factors and their relations of investment in hospital capital construction projects.Modern hospitals are complex systems that require high reliability.The investment of hospital capital construction project includes three parts: engineering fee,other construction fee and reserve fund.In this study,Delphi method was used to identify 15 major factors affecting the investment control of hospital capital construction projects,and DEMATEL method was used to calculate the centrality of each factor,and the order of importance of them was as follows: The construction unit of the project management experience,the rationality of the design change management,hospital construction scale,whether to carry out the limit design,hospital function is clear,the level of supervision on construction site management,bidding the accuracy and completeness of the bill of quantities,review of achievements in design,materials and equipment market price fluctuations,the rationality of the hospital construction scale,reasonably set the bidding price control,communication and coordination between the project participants,the completion acceptance of the integrity of the data,the construction unit of the contract management consciousness,the comprehensive unit price standard in the local hospital.Then,the ISM method is used to distinguish the levels of the above factors,and the hierarchical interpretation structure model of the factors is established to describe the interaction between these factors.Research findings :(1)controlling the investment of hospital capital construction projects is actually controlling the quantity and unit price;(2)the project management experience of the hospital is the key factor at the root level and the basis of investment control;Whether the hospital function orientation is clear,the hospital construction scale is reasonable,whether the quota design is implemented is the key factor of the middle layer,is the core of investment control;The management of design changes,and fluctuations in the market price of materials and equipment are key factors in the presentation layer,which will directly invest in the control effect.Therefore,to improve the investment control of hospitals,we should focus on improving the experience of the construction units and strengthening the control of the intermediate core layer.This paper puts forward some targeted improvement strategies in order to provide reference for the improvement of the investment control of hospital capital construction projects in China.
