The function division between hospitals and primary healthcare in China is not clear,and there is competition between them,which in some cases leads to inefficient allocation of medical resources.The establishment of medical consortiums is a crucial measure of supply-side reform.It's meaningful to fulfill hierarchical diagnosis and two-way referral.One of the biggest obstacles to the promotion of two-way referral systems in China is the lack of interest coordination mechanism.The interests of medical institutions involve medical service income,financial compensation,and medical insurance payment.The two-way referral system is to coordinate the medical service income of medical institutions.In this paper,at first it draws on the model of vertical referral in medical consortiums based on the vertical referrals model proposed by Garicano et al,combined with the actual experience of the implementation of medical consortiums.Then,it makes a simplified analysis of the model,evaluating the effectiveness of two common referral contracts(fixed price contracts,income sharing contracts),and describing how the joint settlement model affects the referral process.Finally,based on the constraints required for equilibrium,it draws on several proposals for the design of a two-way referral system were.
