In Guangdong Province,the present medical security system for prisoners still adopts the management approach of full free medical security adopted by the state for prisoners,and the medical security work operates within a relatively closed mechanism.This policy has brought great pressure to prisoners in Guangdong Province.This paper makes a thorough analysis of the problems encountered in the implementation of the current prisoner medical security system in Guangdong Province.Combined with the current social medical security system of ordinary people in China,this thesis puts forward the idea of optimizing medical health for the prisoners in the central hospital of in the G prison central hospital of Guangdong Province,so as to meet the needs of the development of disease prevention and treatment for the prisoners.This paper takes the G prison central hospital of Guangdong Province as the research object,based on the actual work and field investigation results,adopts the methods of documentation,questionnaire survey,expert interview,logical analysis and case analysis to analyze the main problems and causes of the implementation of the medical security system for prisoners in the G prison central hospital of Guangdong Province at the present stage,and puts forward The optimization strategy of personnel medical security implementation combined with the actual situation.This paper studies the implementation of medical security system for prisoners in the G prison central hospital of Guangdong Province from five aspects.Chapter one is introduction.This paper first introduces the origin and significance of the research on the implementation of medical security system for prisoners in the G prison central hospital of Guangdong Province,and then expounds the current research situation at home and abroad.On this basis,it gives a brief analysis and comment,and points out the advantages,shortcomings and contributions of these studies.Then it introduces the research objectives,research contents,key problems to be solved,research methods,research ideas and basic work of this thesis,so as to prepare for the follow-up research.The second chapter is the basic theory of the implementation of the medical security system for prisoners in the G prison central hospital of Guangdong Province.Firstly,it explains thePrison and the basic connotation of the Prison Law and the basic outline of the medical security system,content,and expenditure protection of the prisoners,and then briefly describes the theoretical basis of public management related to this system.The third chapter analyzes the status quo of the implementation of the medical insurance system for prisoners in the G prison central hospital of Guangdong Province.Taking the G prison central hospital of Guangdong Province as an example,the paper investigates and analyzes the problems and causes in the implementation of the medical insurance system for prisoners in Guangdong Province.The fourth chapter draws on the experience of the implementation of the medical security system for prisoners at home and abroad.This chapter mainly summarizes and analyzes the experience that Guangdong Province can learn from the advanced practices of some prisons in China and the current socialization system in western developed countries.The fifth chapter is the countermeasures and suggestions for the implementation of the medical security system for prisoners in the G prison central hospital of Guangdong Province.We should strengthen the responsibility risk management of human rights protection,broaden the sources of medical security funds,establish a moderately free medical management system,and pay attention to the blind spot supervision of medical practices.At the same time,we should put forward appropriate socialization suggestions to gradually bring the medical and health work of prisons into line with industry norms and protect the human rights of prisoners.
