With the improvement of the quality of life of our country residents,the distribution of social diseases and epidemic types have changed greatly,the contradiction between supply and demand of medical and health services has increased surging,in order to match the "positive triangle" on the side of residents' health needs,in recent years,China has actively promoted the hierarchical diagnosis and treatment system,guided the flow of medical resources,and strived to improve the mechanism of high-quality resource sharing,but the current level of primary medical services is still slow,community preventive health care function is not perfect,in order to further implement the "big health,big health" concept,TCM clinics are listed as the focus of vertical deepening of medical system reform,with the introduction of relevant policies of TCM clinics,TCM clinics in the hierarchical diagnosis and treatment system under the supply side of the role began to appear,the development of TCM clinics for the establishment of community preventive health care system and the strengthening of the ability of primary health care services is of great significance,conducive to alleviating the health and economic burden of residents and improve their level of healthy living.Based on the level of primary health care at the primary level under the graded diagnosis and treatment system,this study elaborates the role of TCM clinics under the graded diagnosis and treatment system,and takes the TCM clinic as the main body to investigate the current situation of TCM clinics in Harbin Pingfang District,and takes questionnaires,semi-structured interviews and case studies to understand the current operation,management measures and development prospects of TCM clinics.In the context of system trial and social needs,further reason analysis of the relevant problems found by the survey results,and suggestions on feasibility for TCM clinics in Pingfang areas from the aspects of talent technology,health supervision,policy,industry management,social publicity,etc.,guide TCM clinics into community public health services,improve the establishment of primary health care service system,give full play to the function of graded diagnosis and treatment,speed up the operation of the medical market,improve the quality of Chinese medicine services,and meet the residents" positive three corners" health care needs,improve the health status of the residents,improve the health and cultural literacy of Chinese medicine.
