Research On Problems And Countermeasures In The Implementation Of Graded Diagnosis And Treatment System

The current pattern of diagnosis and treatment has brought many problems,coupled with the unbalanced distribution of medical resources in our country,the problem of difficult medical treatment for the common people has become an urgent matter to be solved in the medical reform.As the main urban area of Wenzhou,Lucheng District has a large population and a dense distribution of medical resources.Large hospitals are overcrowded every day,while primary medical institutions are rather cold.Under such a realistic background,the reform of medical service system is imminent.Especially since 2013,the central government has proposed to actively explore and promote the system mechanism of linkage between upper and lower medical institutions,implement the system of graded diagnosis and treatment,two-way referral,and so on.Graded diagnosis and treatment has become an important entry point in the reform of service system.According to the requirements of the central government,various places are promoting the pilot system of graded diagnosis and treatment in different ways,and some places have achieved good experience and results.Therefore,Lucheng District also responds to the call of the state,provinces and municipalities to carry out the implementation of graded diagnosis and treatment.Although the graded diagnosis and treatment work in Lucheng District has started,many problems encountered in the implementation process have not yet been clearly and consistently answered.In order to explore the problems encountered in the implementation process,I took the graded diagnosis and treatment system in Lucheng District as the research object and wrote this paper.This paper is divided into five chapters: The first chapter is an introduction,which introduces the background of the research on the graded diagnosis and treatment system,the purpose and significance of the research on the implementation of the graded diagnosis and treatment system,summarizes the research situation and concepts at home and abroad,and puts forward the research ideas,research methods and theoretical basis of this paper.In the second section,the theoretical research on the graded diagnosis and treatment system and its implementation in Lucheng District is summarized.The main research is the proposal of graded diagnosis and treatment system in Lucheng District,its specific content and normative requirements,as well as the specific measures and achievements of the implementation of graded diagnosis and treatment in Lucheng District.Chapter 3 empirically investigates and analyses the implementation effect of graded diagnosis and treatment system in Lucheng District.Empirical surveys are conducted on three different types of groups: the public,medical workers and government experts,including questionnaires and interviews.The awareness,implementation and satisfaction of graded diagnosis and treatment are studied,so as to put forward the problems and reasons in the implementation process of graded diagnosis and treatment more pertinently.Chapter IV points out the problems existing in the implementation of the graded diagnosis and treatment system in Lucheng District and makes an analysis of the reasons.The fifth section puts forward the corresponding countermeasures and suggestions to promote the implementation of graded diagnosis and treatment system in Lucheng District.Through improving the policy guarantee,improving the comprehensive capacity of medical services,building an information platform,optimizing the mechanism of medical association,and improving the incentive system of supervision and assessment,we hope to provide a reference for the implementation of graded diagnosis and treatment system in Lucheng District.Through five chapters of theoretical and empirical research,this paper comprehensively and thoroughly demonstrates the problems and experiences reflected in the implementation of the graded diagnosis and treatment system in Lucheng District.As the main urban area of Wenzhou City,the problems in the implementation of the graded diagnosis and treatment system in Lucheng District are representative.Summarizing the problems and lessons in the process in time can help other cities in China to implement the graded diagnosis and treatment system.Promotion provides reference suggestions.
