With the deepening of medical reform in China,and the coexistence of multi-level medical institutions.The hospital is facing unprecedented development pressure.On the one hand,public hospitals should meet the "public welfare" requirements of the national medical reform,on the other hand,they should alleviate the "market" pressure of competition among multi-level medical institutions.In the face of double pressure,hospitals must start from internal reform and take the initiative.The performance management system is a good weapon to unify hospital strategy,department objectives and personal behavior.Based on the theoretical research of performance management,through the research on the development of performance management of domestic and foreign medical institutions,taking hospital a as the specific research object,this paper studies deeply the design of performance management system of domestic public hospitals.This paper focuses on the analysis of the current performance management status and the problems faced by hospital a.Combined with the development direction of medical institutions and the actual situation of hospital a,the performance management system of hospital a is systematically studied,and a performance management system based on objective management is designed.Set up the target plan,target monitoring,target evaluation and result feedback of the target management system.At the same time,around the organizational strategy of the hospital,through the optimized Balanced Scorecard as the main tool of goal decomposition,the hospital strategy is scientifically and comprehensively decomposed into organizational goals,department goals and personal goals,and finally achieve the successful implementation of the organizational strategy.In order to ensure the smooth implementation of the hospital's objective management system,this paper also discusses the hospital's management style,two-way communication mechanism,process optimization,information construction and other aspects.This paper studies the performance management system of specific medical institutions,and designs a set of standardized and scientific closed-loop performance management,which plays a standardized and scientific role in promoting the internal management of hospitals.
