Research On The Capacity Building Of Basic Medical And Health Services In H County

With the development of economy and society,the contradiction in the period of social transformation is increasingly prominent.The development of grass-roots medical and health care is seriously lagging behind,which can not meet the needs of people's diversified medical and health services.In recent years,our government has issued a series of documents and policies on medical and health care,aiming to promote the improvement of grass-roots health services,reform the overall health service system,and gradually form a convenient and fast health service system.For example,the Guangdong provincial Party committee and the provincial government issued the opinions on strengthening the capacity-building of primary medical and health services,and decided to arrange 50 billion yuan by all levels of Finance in 2017-2019 to implement the three-year improvement project of the capacity-building of primary medical and health services.Based on the above background,this paper selects H county in Guangdong Province as the research object,using questionnaire,in-depth interview,literature research,experience summary and other methods,based on the actual situation of the grass-roots level,introduces the new public management theory,human resource management theory,and involution theory to further explore the promotion of H county's grass-roots medical and health services in the government In the process,exposed problems.It is found that in the process of the development of basic medical and health service capacity,there are insufficient funds caused by multiple reasons of supply side and consumption side,and some hardware upgrading projects are faced with high risks;hardware construction is more important than talent training,and there is a lack of personnel matching scheme for hardware upgrading,while the supply of high-level personnel is in short supply;the internal management service mode is backward,and the service quality is compared Low,the coverage rate of public health services at the grassroots level is not high;the directory of essential drugs can not meet the actual clinical drug demand;information construction and telemedicine have not been unified planning,which to some extent limits the healthy development of the grassroots health services.Based on the relevant research and practical experience at home and abroad,this study puts forward that in order to further improve the basic level medical and health service capacity in the current policy,it is necessary to improve the matching between the scale of hardware construction and the local actual medical needs,compact the management responsibility,coordinate the public health service governance,promote the "horizontal Medical Association",and improve the matching between talent construction and hardware construction It also provides some suggestions for the government's decision-making.
