As the most important part of the national medical security system,the medical insurance system is directly related to the national economy and people's livelihood,and plays a crucial role in maintaining social harmony and stable development.Since reform and opening up,the country has been committed to the construction of universal health care system,through a series of deepening medical and health system reform,has built up across the country by the town worker is basic medical treatment insurance,basic medical insurance for urban residents,and the new rural cooperative medical insurance of insurance of primary medical treatment institutional framework.Heyuan,as the "a mountainous area plate" the city of Guangdong,the level of economic development has lagged behind most of the cities in the province,but in the pace of the construction of medical insurance system has been followed by the provincial government,relying on the Guangdong government policy advantage,has been leading in most of the city to implement the basic medical insurance for urban residents and the new rural cooperative medical insurance of urban and rural integration.Heyuan,based on the basic medical insurance system as the research object,through literature research,historical analysis,inductive analysis and data analysis and other research methods,it analyzes the Heyuan composition framework and operation status quo of medical insurance system,and the problems existing in the research analysis,problem oriented optimization Suggestions are put forward.This paper consists of eight chapters,which can be divided into five parts.The first and second chapters are the first part,which introduce the research background,research significance,research objects,research methods and relevant theoretical basis of this paper,and focus on the analysis of domestic and foreign research on the medical insurance system.The third and fourth chapter for the second part,the medical insurance policy to Heyuan,various periods of comb systematically summarized,Heyuan,divided into the stages of the development of the medical insurance system and the evolution,sort out the frame of the current system structure,and from two aspects of system running status and health service is analyzed the operation condition of Heyuan,the basic medical insurance system.First,it positively analyzes the operation status of the basic medical insurance system of Heyuan from the aspects of its coverage,number of participants,financing mode and fund mode,financing level,and income and expenditure of medical insurance fund.Second,it reflects whether the basic medical insurance system of Heyuan is running well by analyzing the allocation of medical resources and medical and health services.The fifth chapter is the third part,which analyzes the existing problems of the basic medical insurance system in Heyuan from the aspects of the constitution of the system,the allocation of medical resources and the burden of medical insurance fund.The sixth chapter is the fourth part,mainly analyzes the domestic and foreign medical insurance system model and obtains the reference experience.The seventh and eighth chapters are the fifth part,which put forward the reform Suggestions and countermeasures of the basic medical insurance system in Heyuan.
