Primary Health Care Construction In The Perspective Of Universal Health Insurance System

In recent years, the Chinese people’s problem of medical treatment is difficult and expensive has become increasingly prominent. The government has paid great attention to resolve this kind of huge livelihood issues. The proposal to rebuild a good primary health-care system occupies a central role in China’s health-care reform, which was announced in2009. As a basis for Universal Health Insurance system, Primary Health Care system will meet the basic health care needs of all the citizens, and it is the most direct and effective system to protect the primary health rights of all people. In order to build a kind of universal coverage of medical insurance to meet the higher health needs of people of all ranks, the establishment of Primary Health Care system has been a top priority.Theoretical discussion and case analysis has been combined in this research. By collecting; carefully reading; research and analyze the relevant material and statistics; the practice of Primary Health Care of other typical countries with universal coverage of Primary Health Care system; therefore come out the suggestion of how to build a sound framework of Primary health care and the key points in the process of the system’s construction in the end. In this study, the article contains following chapters:The first chapter is an introduction, based on relevant background and material searching; the analysis of the current situation of China’s Primary Health Care and the necessity to establish this system. This chapter also explains the significance of the study. According to the current situation and deficiency of the researches, this chapter puts forward the questions, mentality and research methods of this paper.The second chapter is an overview of basic concepts and relative fundamental theories. This part mainly reviews the connotation of the concepts of Universal Health Insurance and Primary Health Care. And then analyzed the correlation between these two concepts:In order to establish the Universal Health Insurance, the Primary Health Care system is the fundamental basis. This point of view has been proved from three aspects:theory, policy and international overview.The third chapter describes the historical evolution and the basic status of China’s Primary Health Care. This part analyzes the national policies involved in the basic health care system, government measures and individuals actions; then summarizes China’s Primary Health Care system’s success experience and the lessons from the history.The forth chapter is about the international comparison. This chapter selected typical countries and regions as the analyzed cases. On the of operation mode of these countries, the construction of Primary Health Care should pay attention to the following aspects:legislation, fairness and efficiency, disease prevention, government and market, the gatekeeper system, funding mechanisms and payment method, long-term care and others factors.The fifth chapter focuses on the construction of the Primary Health Care system. A sound framework of Primary health care has been put forward in this part, which suggests that China should establish the system from5main aspects and in the planned model, the most important and difficult points is about government responsibility and management capability, disease prevention and health promotion, Primary Health Care package, funding mechanisms and payment mechanisms, efficiency and quality, market’s role and etc.
