Research On The Feasibility And The Implementation Path Of Cancelling The Addition Of Chinese Herbal Medicine

Objective:To explore the feasibility and realization path of cancelling the addition of Chinese herbal medicine on the basis of comprehensively grasping the historical background and development status of the addition of Chinese herbal medicine.Based on the historical evolution and implementation effect of the drug addition policy since its promulgation,development,and cancellation,starting from the particularity,development status,and disadvantages of Chinese herbal medicine,through the combination of comprehensive analysis and case analysis,the feasibility and potential problems of cancelling the addition of Chinese herbal medicine are explored,so as to propose specific implementation plans and supporting measures,and provide references for relevant departments to carry out research to cancel the addition of Chinese herbal medicine.Methods:First of all,through the government website and literature database,comprehensively search and collect infonnation on drug additions and Chinese herbal medicine additions related policy documents,research reports,academic papers,etc.,systematically analyze and sort out the historical background,particularity and development status of Chinese herbal medicine.Secondly,use the statistical data of the Health Statistical Yearbook,the National Administration of Traditional Chinese Medicine,and the website of the National Bureau of Statistics,to analyze the changes in the revenue and expenditure of public hospital before and after the cancellation of drug additions,as well as the role and influence of Chinese herbal medicine in the economic operation of Traditional Chinese Medicine(TCM)hospitals.Furthennore,analyze the opportunities,threats,positive significance,and potential risks of the cancellation of Chinese herbal medicine,and use the case analysis of T TCM Hospital as an example to predict the possible impact of cancelling the addition of Chinese herbal medicine and the corresponding compensation measures required by the hospital,thereby exploring the feasibility of cancelling the addition of Chinese herbal medicine.Finally,based on the previous research,put forward suggestions from the macro and micro levels respectively,and explore the implementation path of cancelling the addition of Chinese herbal medicine.Results:It is necessary and feasible to cancel the addition of Chinese herbal medicine.On the one hand,there are many problems in the development of the Chinese herbal medicine industry under the protection of the addition policy,such as uneven quality,waste of resources caused by "big prescriptions" and serious irrational drug use.On the other hand,in the long run,it is feasible to abolish the addition of Chinese herbal medicine,which has more advantages than disadvantages.However,due to the different levels of economic development in various regions,it is still necessary to scientifically grasp the strength and pace of reform.The support of national policy,the expectation of the public and the appearance of alternative new dosage forms all provide strong support for the elimination of the Chinese herbal medicine.At the same time,the different practices in different pilot areas such as Xiamen and Shenzhen also provide experience.In addition,the elimination of the Chinese herbal medicine will help TCM hospitals return to public welfare,regulate the use of Chinese herbal medicine,urge TCM doctors to improve TCM diagnosis and treatment techniques,and promote the healthy development of the Chinese herbal medicine industry.However,there are still threats such as excessive financial pressure,difficult determination of compensation mechanism,and risks that affect the development of TCM hospitals and patients’ medication needs.The addition of Chinese herbal medicine cannot be cancelled all of a sudden,and corresponding supporting measures need to be established and improved.Conclusions and Recommendations:The cancellation of the addition of Chinese herbal medicine needs to be considered in a comprehensive and gradual manner,and the deduction rate of Chinese herbal medicine addition will be gradually reduced until it is cancelled.At the same time,multiple parties should cooperate to improve related supporting measures.At the macro level:Optimize financial compensation methods,and increase fiscal subsidies for Traditional Chinese medicine;improve the price formation mechanism of Chinese herbal medicine,and set prices scientifically;improve the dynamic adjustment mechanism of TCM medical service prices,and increase the drug service charges;actively publicize policies,and establish a transparent supervision system.On the micro level:Promote comprehensive reform of TCM hospitals,and strengthen hospital fine management;improve the financial management system of TCM hospitals,and strictly control unreasonable growth of costs;reform the income distribution system of TCM hospitals,improve performance evaluation and incentive mechanisms;strengthen supervision of the Chinese herbal medicine industry,and promote the rational use of Chinese herbal medicine.
