Research On Countermeasure Improvement Of Luzhou Specialist Alliance Of Stomatology

As one of the four major medical consortium models highlighted in China in 2017,the Specialist Alliance is a relatively new attempt.It mainly follows the basic principles of "mass needs,voluntary combination,complementary advantages,and common development." Advantages of specialized resources,with special collaboration as the link,and technical force as the support,multi-faceted cooperation is carried out through the "help belt" to enhance the basic service capabilities and the overall efficiency of the medical service system,so as to better meet the health needs of the people.It is adhered to the national and Sichuan health and health development plan and the oral health needs of the masses as the guide in Luzhou City.In order to solve the contradiction between insufficient supply and demand of the dental medical service system in Luzhou City,optimize the allocation of dental medical resources,improve the dental professional service capacity and medical quality of medical institutions at all levels,better meet the oral health needs of the masses,and improve universal health coverage,the construction of a regional dental specialist alliance was initiated.This article aims at the practical problem of the insufficient service system of the Dental Specialty Alliance and failed to effectively meet the oral health needs of the people in Luzhou City.It sorts out relevant research literature at home and abroad,and then proposes a research design.Based on this,First,investigated the development of the dental specialist alliance,as well as the problems and challenges in the construction and operation of the alliance through interviews,field surveys and other methods.In addition,understood the medical staff's cognition and Willingness and other factors,and its influencing factors through online questionnaire surveys;combined with the goal of universal health coverage,analyzed the causes of problems existing in the construction and operation of the alliance by using integrated medical theory and good governance theory;put forward suggestions for improving the development of the alliance based on the advanced experience of Beijing Children's Hospital Group,Guanghua Dental Specialty Alliance,and Caesars Medical Group.Based on the above studies,the following conclusions are reached:The construction of the Luzhou specialist alliance of stomatology started late and has not been developed for a long time.The operation of the alliance has achieved certain results,including: helping the cultivation of dental professionals in grassroots areas,strengthening the quality management of dental care,driving the development of disciplines and improving the capacity of grassroots technical services.However,there are still many problems in the current operation of the alliance,such as: the city's oral medical resources are scarce and the distribution is imbalanced,the quality of primary medical care and service levels need to be improved,the alliance organization is loose and staff enthusiasm is insufficient,information is uneven,and sharing is limited,medical treatment is uncomfortable for poor people.The main reasons for the problems are: insufficient training of talents and insufficient overall planning,insufficient quality control management and backward infrastructure,low awareness and poor performance mechanisms,insufficient investment in information technology and inconsistent standards,and no medical insurance Compensation and preventive treatment are not combined.Therefore,it is imperative to explore and improve the countermeasures for the development of alliances.The suggestions are as follows: improve guarantee mechanism of the personnel training,government led optimization of resource allocation;strengthen quality control supervision and management,strengthen basic infrastructure construction,strengthen basic business capacity building;strengthen policy promotion and training,strengthen the internal cultural construction of the alliance,improve the benefit guarantee incentive mechanism,promote the reform of medical insurance payment methods,improve the two-way referral procedures and standards;expand the source of hospital informatization funds,build a unified information platform for the alliance,promote residents' electronics application of health cards,and improve the utilization rate of remote diagnosis and treatment systems;promote medical insurance compensation,reduce the burden of disease on the masses,promote the combination of prevention and treatment,improve the health level of the masses,and give play to the role of the community to protect the oral health of the masses.
