Research On Public Medical System Based On The Perspective Of Transfer Payment

Since the 21st century,the state has put forward higher level and higher quality of public health care objectives,such as the investment of higher infrastructure,technical equipment and physician level needed to achieve the Basic Urban and Rural Medical Development Program.This requires a more reasonable allocation of medical resources among regions,provinces and provinces.However,in recent years,many expertsresearch results show that the difference of Per capita medical resources between urban and rural areas in China is expanding,and the difference of Per capita public health care is closely related to the level of economic development.These indicate that the Transfer payment system that has been used for a long time in China is not adapted to the new requirements of the equalization of public health care.Therefore,on the way to a higher standard of equalization of public health care in China,we need a more scientific,reasonable and time-advancing Transfer payment system.Public health care is a very important part of public services.At the same time,the Transfer payment system of public health care is a very important aspect of the public health finance system.Therefore,the analysis of public medical Transfer payment system is of great significance to further standardize and innovate the public medical Transfer payment system,so as to promote the equalization of public health in China.This paper first introduces the background and significance of the study and the research results in the field of public medical Transfer payment at home and abroad.Then it introduces the related theories.Secondly,it analyses the current situation of public medical Transfer payment in China,and draws a conclusion that there is a standard of medical Transfer payment in the public medical Transfer payment of the new rural cooperative medical system in China.The low level,the lack of necessary legal support and guarantee for the Transfer payment system,the unclear division of the responsibility of medical expenditure among the governments of our country lead to the difficulty in clarifying the scope of Transfer payment,the mismatch between the medical responsibility and financial resources of local governments,and so on.Again,based on the panel data of Anhui Province,this paper constructs an econometric model to Transfer the new rural cooperative medical system of our country.Payment effect is analyzed and relevant suggestions are given at last.The results show that:1.Transfer payment funds have a significant negative correlation with the ratio of doctors to patients in public health care.2.There is no significant correlation between Per capita GDP and the ratio of doctors to patients in public health care.3.The Per capital Transfer payment funds are positively correlated with the Per capita infrastructure area of public health care.4.Per capita GDP is positively correlated with Per capita medical infrastructure construction area of public health care.Combining with the experience of developed countries,this paper puts forward the Perfection of the Transfer payment system matching the power and expenditure responsibility,Perfecting the current financial Transfer payment system,further optimizing and adjusting the Transfer payment institutions,Perfecting the construction of the Transfer payment system below the province level,Perfecting the legalization construction of the Transfer payment and effective supervision mechanism,etc.Suggestions on Transfer Payment of Public Health Care in China.
