In 2016,the 13 th five-year plan launched the "healthy China" strategic plan,and the establishment of a modern hospital management system has become a new topic for hospital management.In order to complete this project,we need to comprehensively promote the reform of public hospitals,reduce operating costs and establish a personnel salary system in line with the characteristics of the medical and health industry.This move is to better implement the modern hospital management system mentioned in the 19 th national congress,so that the hospital management system can keep up with the development of the hospital.In the 13 th five-year plan,it is proposed to push forward the goal of “A serious illness can be treated in the county,a minor illness can be treated in the village”,and vigorously develop "graded diagnosis and treatment",so that all hospitals at all levels can assume the medical role consistent with their level.In the implementation of this policy,county hospitals are nearby providers of basic medical services for residents and play an important role in solving their daily basic medical needs.The construction of county hospitals can greatly decompose the task and pressure of municipal hospitals and meet the medical needs of urban residents.However,compared with the expectations of the government on the responsibilities of county hospitals and the increasing needs of residents for medical treatment caused by the increase of population at county level,the current management level of county hospitals is enslaved to the reasons such as low administrative level and insufficient medical investment.The main performances are following aspects.First of all,the effective resource utilization in hospital is low.Secondly,the imperfect performance incentive system in hospitals leads to the unclear relationship between the working effort of hospital staff and personal growth.Finally,the hospital follows the previous management method and system,but lacks scientific advanced and systematic management system.Therefore,For the study of Case A hospital,the post manual was first edited to find the key performance indicators in the actual work content,and then the indicators were qualitatively and quantitatively studied and incorporated into the performance system.This study is used to solve the problems of unclear hospital management positions,unscientific salary payment,and unclear hospital strategy in actual work,and achieve optimization of performance management.
