Research On The Countermeasures For The Implementation Of Graded Diagnosis And Treatment System In China

Huge improvements have been seen in the health care coverage and health care strength in China in recent years,as a result of the rapid development in medical and health services.However,many unresolved problems still exist in China's medical and health system,including difficulty in access to medical services,high medical cost,overcrowded big-name hospitals while inefficient use of local medical resources.In order to solve these issues,the Chinese government is pushing forward the hierarchical medical system,which aims to alleviate the tension between doctors and patients and to make sure that everyone has equal access to the medical care.Although some achievements have been accomplished since the implementation of the hierarchical medical system,some problems still exist,including the lagging development of local medical institutions,patients' lack of trust in local medical institutions,and dependence on high level medical institutions regardless of disease types.These problems make the treatment behavior to go to upper hierarchy and continuously tension the medical situation.This paper will discuss and explore existing issues in China's medical system such as limited coverage of health care,overall low level of health care,unbalanced allocation of medical resources and limited good medical resources.Other countries' medical systems will also be analyzed and compared to illustrate the necessity and advantage of hierarchical medical system.In addition,solutions to these problems will be proposed:1.The government will push the implementation of hierarchical medical system by policy support,supervision and administration,and education.2.Refine and implement the policies associated with health care insurance and medical price,which helps to enable patients to decide where to go for medical treatment,thus promoting the implementation of the medical care reform.3.Innovation in healthcare industry is needed.In order to develop new health care services smoothly,policy makers should come out with new ideas on health care policies.4.Responsibility of each level of medical institutions needs to be clarified.In order to implement the hierarchical medical system,cooperation between each level of medical institutions is needed.5.More general practitioners are needed.Training system of general practitioners needs to be improved,salary level needs to be increased,and approval of doctors' multi-sited license so that more talents can be attracted to work in the medical industry.6.Establish innovative health care alliance so that resources can be shared,complex diseases can be priorities and can be treated by experts together.This will have a positive impact on triaging patients and forming an orderly triaging treatment model.
