| Object:To Understand the publicity and implementation of the main contents of the Blood Transport Requirements(WS/T 400-2012),evaluate the effectiveness of the standard implementation, and provide scientific and reasonable recommendations for standard revision and continuous improvement. Methods:Develop scientific and reasonable questionnaires and train questionnaires according to certain criteria.Questionnaire surveys were conducted on 240 medical institutions,65 health supervision agencies, and 14 general blood stations. The main contents included the knowledge of the "blood transportation requirements",training conditions, application, operability, and rationality of standard requirements.Investigate and collect the problems encountered by the institutions under investigation through open issues. As the investigator, the provincial health supervisors are responsible for conducting questionnaire surveys on the municipal, county and district health supervision agencies participating in the survey. The city, county and district health supervisors are responsible for investigating the general blood stations and clinical blood in the area. The medical institution of the service conducts a questionnaire survey. The questionnaire survey can be conducted by supervising law enforcement inspections, interviews, etc. The investigators at all levels of health supervision department. The person in charge of the quality control department;the person in charge of each medical institution is the person in charge of blood transfusion or laboratory. The questionnaire was uniformly coded, and the data was entered using Epidata.Statistics and analysis were performed under EXCEL and SPSS24.0 software. The data were analyzed by chi-square test.P<0.05 was considered statistically significant.Result:There were 65 supervisory institutions participating in the survey,14 general blood stations, and 240 medical institutions.56 health supervision agencies set up relevant departments to undertake blood safety supervision functions, and the provincial, municipal, and county(district)levels were respectively Accounted for 100%,100%and 82%of the total number of surveys, the city and county(district)two-level health supervision agencies are equipped with an average of 3.35 and 1.12 health supervisors. There was no statistical difference in the establishment of a blood safety supervision department between the two-level health supervision agencies,P=0.087>0.05,which was not statistically significant. There are significant differences in whether to set up blood management department(transfusion department)among medical institutions at all levels(χ2=37.144,P<0.001).The website and documents of the health administrative department are the main ways and means for the health supervision agencies to know the "blood transportation requirements".The general blood stations are mainly known through peer introduction and other means, while the medical institutions are known through the training of superior departments and peer introduction.14.29%of municipal health supervision agencies,46%of county-level health supervision agencies,16.25%of tertiary medical institutions,38.75%of secondary medical institutions, and 67.5%of first-class(including unrated)medical institutions are not targeted for "transportation of blood" Requests for business training;100%of blood stations carry out relevant business training.42.86%of municipal-level health supervision agencies,70%of county-level health supervision agencies,33.75%of the third-level,53.75%of the secondary, and 86.25%of the first-level(including ungraded)medical institutions did not use the standard;Applicable to general blood stations, tertiary medical institutions, secondary medical institutions, and first-class(including ungraded)medical institutions accounted for 100%,89.23%,76.92%,and 72.31%,respectively.Conclusion:Municipal-level supervisory agencies are better than county-level health supervision agencies in undertaking corresponding functions and staffing;tertiary medical institutions are better than secondary medical institutions, and secondary medical institutions are better than first-class and ungraded medical institutions. The website of the health department is the main way for the supervisory institutions and medical institutions to know the standards of the "blood transportation requirements".The general blood stations are often known through the industry introduction;in terms of training, the general blood stations are better than the health supervision agencies and medical institutions; In terms of application frequency, the general blood station is used most frequently;in general, the general blood station and most health supervision agencies believe that the standard has good operability;the standard is in the general blood station and the blood volume is larger.Grades and secondary medical institutions are performing well, and they are poorly implemented in the first-level and ungraded levels with less blood, and in some secondary medical institutions;general blood stations and supervisory agencies generally recommend this recommendation. The transition of recommended standards into mandatory standards. |
