The establishment of the medical insurance system in China largely guarantees the health of the people and the risk of disease,and plays a positive role in maintaining social stability and fairness.But at the same time,with the development of society and the increase of income gap between urban and rural residents,China's medical insurance system is facing major problems,which seriously hamper the development of China's medical insurance system.The imbalance of the urban and rural two yuan structure has led to the imbalance of the urban and rural medical insurance system.At the same time,with the continuous development of economy and social progress,the contradiction between urban and rural segmentation will affect in the medical insurance system in the more and more big,the coexistence of a variety of insurance system of medical insurance for urban residents and the new rural cooperative medical insurance,the insured has been unable to meet the object of the medical insurance system needs.Therefore,in order to realize the happy and happy life of the people,it is imperative to co-ordinate the medical insurance system of urban and rural residents and eliminate the unfair phenomena in the insurance system.In this paper,the medical insurance system in Changde,Hunan province is studied and analyzed in the perspective of "urban and rural co-ordination".Through consulting and analyzing relevant literature,this paper defines and analyzes the theory of urban and rural residents' medical insurance and the theory of internal and external factors.In Changde city of Hunan province in recent years the urban medical insurance and other insurance data as the foundation,combined with the specific situation of medical insurance in Changde city to conduct field research and theoretical analysis,through the questionnaire,to urban and rural residents and the relevant government departments experts visited,analysis of the evaluation of the actual results of current medical insurance system implemented in Changde city and suggestions in Changde City,the main city of Changde as a sample,medical insurance,financing,reimbursement and informatization construction,combined with expert advice and the urban and rural residents medical insurance fund audit situation,development and implementation of the status quo of Changde urban and rural residents medical insurance are analyzed and expounded corresponding.This paper provides theoretical basis and countermeasures and suggestions from the two aspects of soft and hard environment between urban and rural residents basic medical insurance system based on Changde City,the government should develop the characteristic industry clusters,to enhance the level of economic development;the establishment of Changde City,urban and rural residents medical insurance system according to local conditions;to improve the overall level of the progressive realization of the city's overall;accelerate the law the construction of medical insurance;as soon as possible to promote the popularization of informatization construction;to further strengthen the management of medical institutions;give full play to the functions of the government,improve propaganda.
