In 2015,the General Office of the State Council successively promulgated the “Guiding Opinions on the Comprehensive Reform of Urban Public Hospitals” and the “Guiding Opinions on Promoting the Construction of Graded Medical Treatment System”,proposing to build a grading diagnosis and treatment service model and improve the medical insurance that is compatible with grading diagnosis and treatment.policy.It is pointed out that further establishment of a grading diagnosis and treatment system is an important measure for rational allocation of medical resources and promotion of equalization of basic medical and health services.It is an important part of deepening the reform of the medical and health system and establishing a basic medical and health system with Chinese characteristics and proposes the construction of a grading diagnosis and treatment system.Target task.At present,the information construction of medical and health institutions has achieved rapid development.When residents receive medical and health services,the relevant medical record data has been changed from paper to electronic data stored in the medical system itself,but at the time of referral,residents' data on medical treatment in other medical institutions could not be viewed.In recent years,it has been exploring and carrying out the construction of medical and health information in the region.How to centralize and process all the medical and health institutions' business data in the region according to the standard specifications,so as to realize the referral among the medical and health institutions in the region.The data collaboration and the exchange and sharing of patient information have become a major problem that needs to be solved urgently.Based on the actual construction of regional health information,this paper comprehensively studies and analyzes the development of the unified collection,storage,analysis and processing of medical health data and the development of grading diagnosis and treatment services at home and abroad,especially in China.Some problems in the development of information technology.Combining the current actual situation,making full use of the current mature data collection,data communication,data storage,data processing and application software development technology,through a large number of field research and visits in the early stage,the software and hardware of the referral data communication and referral system software are determined.Demand,functional requirements and overall design,for the first time,according to national and provincial relevant medical health data standards,the local standard specification of " Medical Health Information Exchange and Sharing Data Standard" was formulated.The realization of the overall function is mainly based on the sharing of medical health data communication in the region,collecting and standardizing all medical and health information data of patients in the region,and then using the intelligent referral system software as the main line,designed according to the requirements of the graded diagnosis and treatment system.Modules such as referral,downward rotation,and peer referral,combined with the current mature multidisciplinary remote consultation,innovatively proposed the function of referral treatment for critical patients.Through the research in this paper,two problems can be solved.One is to realize the standardized collection and centralized storage of the resident medical and health service business data generated by all medical and health institution information systems in the region;the second is to realize the process of residents' referral business.The sharing of health record information and historical medical information is shared.
