Since the 21 st century,the number of large-scale natural disasters and public health incidents has increased year by year.These disasters have led to massive casualties.In the first half of 2017,the number of deaths derived from various natural disasters reached 204 and the number of affected people was 45.576 million.The number of relocated people reached 1,022,000.Large-scale natural disasters and public health emergencies cause a large number of casualties,and government departments have to mobilize several medical rescue teams across the country to support the affected areas,which can quickly sustain the condition of patient in scene,transport the patient and wounded data.Otherwise,it will result in a large number of deaths.This paper studies the construction of post-disaster humanitarian medical rescue network.Taking into account that the number of casualties will increase and the existing hospital cannot meet the need of disaster rescue due to destruction of the medical facilities,this paper focuses on the location of temporary medical facilities that will help the existing hospitals complete the humanitarian medical rescue operation.Due to the high complexity of rescue,we consider to use emergency medical helicopters and ambulances to transport different types of patients and build the corresponding bi-objective medical rescue network model,whose goal is to maximize the sum of the survival probability of the patient and minimize the corresponding operational cost.Based on the ?-constraint method,this paper designs an iterative algorithm to solve the bi-objective medical rescue model,which can get the Pareto front of the problem and provide a complete decision-making plan for rescue managers.Finally,in order to verify the effectiveness of the proposed model and method,this paper conducts some numerical experiments,and prepare to answer some questions by the sensitivity analysis experiments:how the number of temporary medical facilities influences the survival probability of patients and operational cost;how the number of helicopters influences the survival probability of patients and operational cost;how the number of ambulances influences the survival probability of patients and operational cost.
