As the social welfare organizations, hospitals mostly arise from the planned economic system, which have reservations of the planned economic system in the operating mechanism, management system and so on. Along with the development of nationwide medical and health reform, hospitals showed that they can't adapt to the market economy in many aspects. From the personnel system, hospitals should adjust the management system from planned economy system to market economy system of socialist. This needs personnel system reform to change the traditional personnel management to the overall development of hospital human resources, optimize the allocation of human resources, create a properly utilized hospital environment, and establish a workforce full of vigor and vitality.This study is the cost-benefit analysis in the personnel system reform of capital hospitals. The so-called hospital personnel system reform cost is the price that hospitals pay for the personnel system reform. It includes the costs of designing the reform program and implementing of the program, the increase in wages or rewards for various positions, the resettlement costs for unemployed staff and so on. The so-called hospital personnel system reform benefits are the targets that hospital personnel system reform to be achieved. This can be evaluated through various performance indicators. Theoretically speaking, the cost of personnel system reform should be related with the benefit. That is to say, they should increase at the same time then the personnel system reform is successful.Therefore, the personnel system reform of public hospitals should treat the things as the focus of reform that how to determine the number of posts effectively and how to establish an effective incentive mechanism. This is the significance of the paper. This topic gets the grants from the Beijing philosophy and social sciences Fund 11th Five-Year Plan, the Research and Innovation Fund of CUEB having the purpose of providing a reasonable proposal to governments.On the basis of the analysis of hospital personnel system reform, this paper identifies the indicators of the personnel system reform, designs empirical analysis model, puts data into model to test and evaluates the results of hospitals personnel system reform with case studies.In the progress of discussing views, the paper takes the way of both normative and empirical analyses. Firstly I reviewed the principles, methods, and key applications of domestic and foreign hospitals evaluation, read the research situation of hospital benefit evaluation index system. Secondly,when I studied the specific issues, I use the logical interpretation, summarize, comparison and empirical analysis methods. The empirical analysis means getting sample data by Field investigations and releasing questionnaire, screening the evaluation indexes by Factor Analysis of SPSS11.5, to test the reasonableness of the benefit assessment System, which is designed according to Balanced Scorecard. Finally, by Case analysis the topic achieves the evaluation of cost-effectiveness in the hospital personnel system reform.
