The Studies On The Construction Of Grassroots CDC In China

Public health is an important starting point to ensure people’s health. In our country, Center for Disease Control and Prevention is responsible for ensuring the health of the people. It is an important part of the government public service which covers health education, infectious diseases, chronic diseases, HIV/AIDS prevention and control, prevention and intervention of children and so on. From the "SARS" crisis in 2003 to H1N1 and h7n9 emerging in recent years, it has come to light that Disease prevention and control institutions in our country are too weak in emergency response capabilities, laboratory testing, coordination mechanism, personnel level etc., and even worse in the country and the following basic, which is difficult to meet the demand for protecting the health of the masses of people. How to play an important role in protecting people’s health is a problem to be solved urgently.According to the theory of scientific management, organizational behavior, performance evaluation and other related theories, this paper summarizes and analyzes the successful practices of institutional reform as a county CDC, explores the reform model of the county CDC institution reform and the specific measures of policy formulation and implementation process,and puts forward personal views on how to strengthen the construction of CDC in Zhangqiu and the whole country.First of all, the background and current situation of China’s grassroots disease control institution reform, the domestic and foreign research situation were collected and analyzed. The reform and development of the disease prevention and control institution in Zhangqiu city were analyzed, and some countermeasures which can be applied across the country were summarized. The system analysis is carried out on the construction of basic level disease prevention and control institutions in China. The existing problems in the practical work are analyzed and pointed out, and some countermeasures and suggestions are put forward, such as improving the management and the working level, exploring effective performance evaluation system, and improving personnel team construction and the ability to handle emergency incidents.Finally, the conclusion is:to improve the institutional mechanisms, establish and improve the disease control work mode of "government leadership, departments collaboration, and social participation"; in the meanwhile, to perform top design on CDC, to enhance the maneuverability of performance review, and to attach importance to the important role of the CDC cultural construction in enhancing the overall image and ability.
