Empirical Research On The Influencing Factors Of Human Resource Construction In Medical Institutions Under The Background Of Medical Union Construction

In early 2011,Shanghai,since the establishment of the first regional medical union in China,the medical union establishing has become a popular thing in the reform of the medical system.In order to promote the integration of regional medical resources and services,Huizhou City takes the city's third-level public general hospital as the core,focusing on the vertical integration of medical resources,built various forms of medical unions with primary medical institutions and county medical unions by areas,and started the project of transporting and training medical talents to the primary medical institutions.From the summary of the literature and the investigation,The academic circles' evaluation of the results of the medical union construction is still obscure,and the role of the medical union construction has not formed a consistent conclusion.There is no important quantitative research on the human resource construction of primary medical institutions,and the role of the medical union in the human resource construction of primary medical institutions still needs further analysis and verification.In view of this,this study conducts empirical research on the influencing factors of human resource construction in medical institutions in Huizhou,explores the influencing factors of human resource construction in medical institutions and studies its related relationships,and intends to verify the role of medical unions in the construction of human resource in primary medical institutions,and provides policy advice for human resource construction for medical unions and primary medical institutions.This paper analyzes and measures the human resource construction level of each medical institution by using the human resource data of 82 public third-level and second-level general hospitals,first-level community health service centers and township health centers of Huizhou in 2017.It also analyzes the data of 4280 employees in 62 medical institutions by a questionnaire survey designed in 2018.Through principal component analysis,factor analysis,difference and correlation analysis,and multiple linear regression equation models,the levels of human resource construction in different medical institutions were evaluated,and the differences in the factors affecting the human resource construction of medical institutions at different levels of human resource construction were analyzed.The preliminary research and regression analysis of the relationship between the level of human resource construction and the factors influencing human resource construction were carried out,and the impact of the construction of medical union on the factors affecting human resource construction was studied.This paper finally verified that there are significant differences in the factors influencing the human resource construction of medical institutions with different levels of human resource construction,the level of human resource construction in medical institutions and the different factors affecting human resource construction have different correlation characteristics.It also confirmed the strong correlation between the human resource construction of medical institutions and the level of medical technology,as well as the negative effects of some factors affecting human resource construction on the human resource construction.The study also confirmed the achievements of the medical association construction in improving the remuneration package and employment environment of medical staff in the changes of the factors affecting the human resource construction of primary medical institutions in Huizhou.In view of the research conclusions,this paper also puts forward corresponding policy recommendations for the human resource construction of medical institutions,such as improving the level of medical technology,avoiding the influence of negative factors affecting human resource construction,promoting the effective transformation of the results of the medical union and medical reform policies,etc..
